Description
Kawakami Bansai, also known by the pseudonym Tsunpo or the epithet Deaf Man, is a prominent member of the Kiheitai, an extremist and destructive Joui faction. His background is split between two clandestine careers; he is simultaneously a high-ranking terrorist and a highly successful music producer for the popular idol Terakado Tsuu, a secret he maintains by using his alias when working with her. Bansai serves as a vital asset to the Kiheitai, often acting as a negotiator and second-in-command, taking charge of operations in the absence of the group's leader, Takasugi Shinsuke.

Bansai has a very distinct and fashionable appearance that reflects his dual nature. He has styled teal-green hair and is rarely seen without a pair of sunglasses and large headphones that feature distinctive yin-yang symbols on the sides. He typically wears a tight, matching coat that accentuates his muscular physique. His most notable possession is a shamisen, a traditional Japanese stringed instrument, which he carries on his back. This shamisen is not merely for music; it serves as a concealed sheath for his katana and its metal strings can be used as a powerful and deadly weapon to bind or cut opponents.

His personality is a study in calm composure masking a cruel and vicious nature. Bansai is typically refined and eloquent, using an old-fashioned and polite form of Japanese speech that contrasts sharply with his violent profession. Because he is perpetually wearing headphones, it is often ambiguous how much of a conversation he actually hears, a trait that earned him his nickname as the Deaf Man. Despite his calm demeanor, he has a notable inability to understand jokes, once taking a sarcastic comment from Sakata Gintoki literally and preparing to mutilate himself. His true passion lies in music, and he perceives the world through a musical lens, describing a person's spirit, mood, and fighting style as a unique song or rhythm.

Bansai's motivations are deeply aligned with those of his leader, Takasugi Shinsuke, sharing his vision of destroying the corrupt Bakufu and the Amanto who now rule. However, his personal philosophy is uniquely tied to his musical obsession. He follows a personal code where if he cannot get into the beat or tune of a situation or a person, he will immediately back out, regardless of orders. This suggests that while loyal to Takasugi, his actions are ultimately guided by his own aesthetic and spiritual judgment. He is fascinated by the songs of strong-willed individuals, which has led him to spare the lives of enemies, such as the Shinsengumi officer Yamazaki Sagaru, simply because he wished to hear the continuation of his song.

Within the story, Bansai plays a crucial role as a primary antagonist, most notably in the Shinsengumi Crisis Arc where he masterminds a plot to destroy the Shinsengumi from within by manipulating the ambitious officer Itou Kamotarou. His intelligence and silver tongue make him a formidable foe, as he is able to effortlessly sway negotiations with the Harusame space pirates and turn other factions against one another. His key relationship is with Takasugi Shinsuke; Bansai is one of the few people who refers to Takasugi casually by his first name, and their bond transcends mere military hierarchy, as they have been seen playing a shamisen duet together. Unlike other subordinates, Bansai can openly question Takasugi or admit to relating to his enemies, yet he remains Takasugi's most trusted and respected ally. His primary enemy is Sakata Gintoki, whose powerful and unpredictable song he finds deeply captivating.

Bansai is an exceptionally skilled swordsman, capable of holding his own against the series' protagonist, Gintoki. His combat ability is augmented by his musical perception; by listening to an opponent's rhythm, he can predict their movements. His physical strength is considerable, enough to restrain Gintoki with his shamisen strings while simultaneously fighting. His primary weapon is the katana hidden within his shamisen, but he is equally proficient in using the instrument's near-indestructible strings as a garrote or for long-range restraint. Aside from his combat prowess, his greatest abilities are his eloquence and high intelligence, which he uses to manipulate allies and enemies alike to serve the Kiheitai's destructive goals.
