Description
Gozo Kuroshio serves as the chairman of the Otomo Concern and functions as the secondary antagonist in the 2007 anime production. He is effectively the shadow ruler of Otomo City, maintaining control over both the mayor and the police chief while also acting as the financial backer for the city's largest religious organization, the White Bell Association. This religious group is run by his wife, Sara Kuroshio.
Gozo is a calculating and unperturbed figure who orchestrates the darker elements behind Otomo City's development. He was responsible for the incident at the Kagura residence years prior to the main events of the story, having sent an assassin named Gisuke Haniwa to burn down the mansion and kill the researcher Tatsuyuki Kagura. This action was taken because Tatsuyuki had become too obsessed with the Skull Man suit that had been discovered during the city's construction, which the Otomo Concern had been funding research on. Following the fire, Gozo adopted the daughter of the Kagura family, Maya Kagura, into the Kuroshio family.
Gozo is the mastermind behind the Gagou Project, a plan intended to create a new humanity by evolving every person in Otomo City into G.R.O. mutants, creatures developed from research into the Skull Man suit. To achieve this, the White Bell Association distributed silver membership pendants to its followers, devices that would slowly mutate the wearers into these creatures. Despite his involvement in this conspiracy, when the Skull Man confronted Gozo directly and warned him to cancel the Gagou Plan, Gozo began to have doubts, partly due to the role his adopted daughter Maya played as the catalyst for the project, and ordered that the plan be shelved. However, his wife and his illegitimate son, Masaki Kumashiro, secretly progressed with the project behind his back.
Key relationships in Gozo's life include his wife Sara, who eventually betrays him by continuing the Gagou Plan without his approval; his adopted daughter Maya; and his illegitimate son Masaki, who ultimately turns on him. He also has a connection to the assassin Jin Koichi, whom he took in and used to commit murders disguised as the Skull Man to cover for the real Skull Man and eliminate obstacles to his plan. Later in the story, Gozo attempts to stop the Gagou Plan on the night of December 24th, traveling to the White Bell church where he finds the Skull Man confronting a transformed Masaki. In this final confrontation, Gozo is killed when Masaki impales him with a tentacle.
