Chief Yushima, also known as Commander Hiroshi Yushima, is the commanding officer of the Digital Accident Tactics Squad (DATS) in the anime Digimon: Data Squad. As the head of the organization's Japanese branch, he holds a position of significant authority and oversees the field operations of the main protagonists. Prior to his work with DATS, Yushima had a career in law enforcement, having served as an assistant inspector in the Special Investigations Unit at the Kanagawa Prefectural Police Headquarters. His history also includes being a member of a governmental expedition to the Digital World, an event that took place several years before the main storyline and which greatly shaped his understanding of the relationship between the human and digital realms.

In appearance and initial presentation, Yushima is an older man, likely in his fifties or sixties, with a weathered and unassuming look. Contrasting with the more rigid and formal demeanor of his subordinate, Commander Richard Sampson, Yushima possesses an eccentric and often cryptic personality. This secret is dramatically revealed during a perilous mission to the Digital World when Yushima is forced to call upon Kamemon to fight. Kamemon can digivolve into his champion form, Gawappamon, and later into his ultimate form, Shawujinmon, to battle powerful enemies.

He is instrumental in helping the team escape from the lair of Merukimon, sacrificing his own safety to ensure their return to the human world, which leads to a presumed death for a time. He later reappears, having survived, and continues to aid the team from within the Digital World. In a key development, he learns that his old friend Spencer Damon is still alive and searching for Yggdrasill, the god of the Digital World, prompting Yushima to follow his trail and further assist Marcus. In the final arc, he takes on a protective role, looking after Thomas H. Norstein’s younger sister, Relena, shielding her from danger while the main characters engage in the final battle.

In terms of abilities, Yushima’s primary asset is his mature and controlled Digi-Soul, which he can channel to evolve his partner. While he is not a physical fighter like Marcus, his strength lies in his experience, tactical knowledge, and the sheer power of his evolved Kamemon. After the final conflict, Yushima continues to watch over the younger characters and their Digimon partners.
