Gorou Ootaki directs Otaki Factory, a small engineering and robotics workshop. A world-renowned scientist holding numerous international patents, his professional stature contrasts with eccentric passions for UFOs, unidentified creatures, and the occult. Earlier public advocacy for extraterrestrial life, marked by fervent and unconventional claims, led to legal trouble. Recently, he shifted focus towards global protection, dedicating the factory's resources to developing defense systems against paranormal threats he foresaw endangering Earth.

His personality blends intense curiosity with a cloud-cuckoolander nature. He often expresses himself through theatrical, Shakespearean or kabuki-inspired monologues, especially while piloting robotics. Exhibiting conspiracy theorist tendencies, he initially attributed strange phenomena to alien invasions, a belief later partially validated by kaiju emergences. Despite this eccentricity, he demonstrates pragmatic leadership, balancing the factory's finances through commercial patents while funding passion projects like Jet Jaguar. He is religious, frequently invoking Buddhist prayers during crises and incorporating spiritual concepts like the "Six Directions" into Jet Jaguar's protocols.

Ootaki conceived and funded Jet Jaguar as a customizable mecha to counter extraterrestrial threats. He personally piloted its prototype during early kaiju incidents, such as a Rodan attack at a summer festival; his intervention saved civilians, though he was injured when the mech sustained damage, earning him official recognition for bravery. Afterwards, he prioritized enhancing Jet Jaguar's autonomy and combat capabilities, overseeing upgrades including wheeled locomotion for agility, harpoon-based weaponry derived from Anguirus spikes, and later AI integration. He entrusted Yun Arikawa with programming the AI "Yung" and supported Haberu Katou's mechanical contributions to the mech's iterations.

As kaiju threats escalated, Ootaki coordinated Otaki Factory's field operations against monsters like Anguirus and Kumonga. He authorized implementing the "Protocol to make Jet Jaguar Invincible," a theoretical framework involving quantum computational principles. This protocol enabled Jet Jaguar's fusion with the AI Pelops II during the Tokyo crisis, transforming it into the massive "Jet Jaguar PP." In this final form, the mech engaged Godzilla directly to activate the Orthogonal Diagonalizer, averting global catastrophe. Though Jet Jaguar PP was destroyed, its sacrifice fulfilled Ootaki's original mission of planetary protection.

Ootaki's legacy centers on adapting Jet Jaguar from a human-piloted prototype into an autonomous, evolving defender. His initial theories about otherworldly threats, while inaccurate in specifics, proved prescient regarding the need for advanced preparedness. The factory's continuous mech refinements, driven by his resources and vision, culminated in Jet Jaguar PP's temporal-loop heroism, which reset the timeline and neutralized Godzilla.
