Description
Joe Hibiki is a core member of the Gatchaman team, holding the position of G-89. A graduate of a top university, he has been serving as a Gatchaman for ten years by the time the story begins. Professionally, he works a daytime job at the Tachikawa city hall within the Living Safety Department, where he presents a clean-cut, handsome, and well-kempt appearance, complete with glasses and neatly styled hair. This contrasts sharply with his off-duty hours, during which he lets his hair down, removes his glasses, and frequents the bar owned by a friend named Alan. In these private moments, he adopts a more laid-back and gruff persona, often smoking or drinking.

At his core, Joe is an aloof and cynical individual. He tends to keep to himself and is one of the quieter members of the team, rarely speaking unless he feels it is necessary. His worldview is fundamentally pessimistic, having developed deep feelings of despair and nothingness toward the human race over his decade of service as a hero. He feels a profound sense of limitation regarding the world and his own talents, which leads to a self-critical, and at times self-destructive, streak. This manifests in a tendency to take on deadly foes alone, disregarding his own safety, as he feels a sense of inadequacy compared to others.

Despite this heavy exterior, Joe possesses a sharp intellect and is highly efficient, able to finish his daily tasks quickly. He is not shy, and can be blunt or even rude when the situation calls for it. A significant shift in his personality occurs following his encounters with the energetic and unconventional new team member, Hajime Ichinose. He refers to her as little lady and himself as an old man, and while he initially keeps his distance, he becomes deeply interested in her actions. Meeting her helps him revive his lost enthusiasm and passion for his work and his life as a Gatchaman. Underneath his cool front, he has a hidden, mischievous side that emerges only with those he considers close, such as his fellow Gatchaman Sugane, whom he often teases and makes fun of as a form of affection.

Joe's primary motivation evolves from a place of hopelessness to a pragmatic drive for stability. While he dreams of world peace, he is deeply distrustful of the general public's ability to handle great power. This philosophy becomes central during the events of Gatchaman Crowds Insight, where he argues that the power of the Crowds is too dangerous for humanity to wield at its current stage of development. He advocates for realistic damage prevention over idealistic solutions, positioning him as the voice of pragmatic adulthood within the team.

His key relationships heavily define his character. His dynamic with Hajime Ichinose serves as a catalyst for his personal revival, pulling him out of a deep existential slump. He shares a significant bond with Sugane Tachibana, whom he saved when Sugane was a child, inspiring the younger man to become a Gatchaman. This history creates a complex dynamic where Joe feels comfortable enough to tease Sugane while also serving as an unspoken role model. Outside of the team, his friendship with the bartender Alan provides a civilian anchor and a place of retreat.

Throughout the story, Joe undergoes a notable development. Initially lost in feelings of despair and his own perceived uselessness, a near-fatal defeat at the hands of the entity Berg-Katze leaves him psychologically broken and withdrawn. However, seeing the determination of his teammates helps him recover his will to fight, culminating in a triumphant return to action. By the time of Insight, he has begun to take steps toward self-improvement, notably attempting to quit smoking to set a better public image as a secretary to the mayor. He maintains a pragmatic and sometimes confrontational stance against threats like Gelsadra, willing to risk himself to prevent a greater catastrophe, which forces his comrades to support him.

As a Gatchaman, Joe wields a NOTE that grants him control over flames and heat waves. His G-suit transforms into a large, black and orange oni (demon) with a head wreathed in fire and wings that allow for free flight. In combat, he is a powerful artillery unit, capable of unleashing massive firepower. His known attacks include Burning Rain, where his gauntlets fire a hail of fiery bullets; Flame Feather, which consists of dart-like projectiles; Burning Hammer, a rocket punch; and a powerful suicide-charge technique called Phoenix Dive, where he slams into a target engulfed in flames. He also has a notable skill in darts, which he practices as a hobby. While his power and mobility in the air are high, his agility on the ground is comparatively lower. The source of his power, the NOTE, is also his greatest vulnerability, as it is bound to his soul and can be physically torn from him, causing life-threatening injury.
