Description
Yukiji Bandō, the Aurora Dopant, serves as the narrative's primary antagonist. He leads the criminal organization Street and was formerly CEO of Chi Operations, a human resource development corporation acting as a parent entity to the shadowy Foundation X. This corporate background establishes his deep ties to powerful structures involved with Gaia Memory technology.

Bandō transforms into the Aurora Dopant using the Aurora Memory and a specialized Gaia Driver Rex, gaining the ability to fire potent energy beams from his hand. As a "High Dope," he possesses enhanced superhuman abilities even in his human state, a result of prolonged Gaia Memory usage granting powers like telekinesis, as observed in other High Dopes under his command. Leading Street positions him to direct powerful Dopant operatives, including Kazuha Gojo (Scream Dopant), Hideo Chiba (Brachiosaurus Dopant), and Mamoru Nikaido (Reactor Dopant).

Operating from a concealed, parallel dimensional version of Fuuto City described as a neighboring or shadow city, Bandō directs Street to target individuals for Gaia Memory experimentation. This aims to create more High Dopes, exemplified by the manipulation of bridal candidates using the Alcohol Memory. He maintains a significant yet initially obscured connection to Tokime, an amnesiac woman with supernatural abilities who joins the Narumi Detective Agency. Tokime was formerly associated with Street and possessed the Joker Dopant Memory, though the precise nature of her past relationship with Bandō remains an unfolding mystery.

Initially observing Kamen Rider W and Tokime from the shadows, Bandō shows particular interest in Tokime and the emergence of High Dopes. He eventually emerges openly, confronting Kamen Rider W and Accel. During this encounter, he reveals his true identity—having previously used the alias "Kanamori"—and declares his origin from the neighboring city before transforming into the Aurora Dopant and retreating with his subordinates. His ultimate goals involve leveraging High Dopes and the resources of his hidden city, with the full scope of his plans and his deeper connection to Tokime serving as central unresolved elements driving the narrative conflict.
