Johji Otomo is a character who appears as a rival and mentor figure early in the storyline. Otomo serves as a veteran presence in the racing world, having competed for several years before the beginning of the main narrative. He is associated with the Albatross DDT team during the 2015 season. He meets the young and inexperienced Hayato Kazami during the qualification rounds for the All-Japan Grand Prix in Hokkaido, where he acts as a senior figure from whom Hayato learns important lessons about being both a racer and a person. Their relationship quickly develops into a close friendship.

His personality is defined by a deep appreciation for nature and a philosophy of driving that emphasizes human skill over technological assistance. Otomo is known for his proficiency on off-road courses, which has earned him nicknames such as the wild child of the circuit or the ghost of the off-road. This reputation stems from his tendency to drive with minimal support from the cyber support system, the advanced AI that assists most vehicles in this setting. Despite his exceptional natural talent, this reckless approach to technology often leads to inconsistent results. He made a critical mistake in the 2014 tournament that prevented him from advancing to the World Grand Prix. His driving style becomes a central part of his role in the story, as he passes on his experience to others. For instance, during the All-Japan Grand Prix, his ability to predict rain and his advice about tire changes directly aids Hayato.

Otomo's most significant moment occurs during the ninth round of the World Grand Prix, the German Grand Prix. The course requires heavy reliance on the cyber system, a tool he struggles to use effectively. After a difficult race, he becomes frustrated, disables his cyber system, and subsequently crashes, colliding with Hayato and suffering serious injuries that force him to retire from Cyber Formula racing. The aftermath of this accident profoundly affects Hayato, who blames himself and his own vehicle, Asurada, for the crash. Otomo eventually comes to accept that the accident was no one's fault, helping to resolve the protagonist's internal conflict.

Following his retirement from competitive Cyber Formula after the 2015 season, Otomo leaves the racing circuit and returns to Hokkaido. He remains involved in motorsports in other capacities, such as working as a rally driver, a sports reporter for a newspaper, or occasionally serving as a race commentator. His later appearances, such as in the Double One and Zero story arcs, are limited to offering advice to Hayato or appearing as a spectator, but his influence on the protagonist's early development and the series' thematic exploration of man versus machine remains a key part of his legacy.
