Description
Emma Tsuda is a young woman and a former agent of the 501 Organization, a military intelligence unit where she once served alongside Motoko Kusanagi. At only seventeen years old, she is an orphan who possesses a full prosthetic body designed to resemble a young woman. Her childhood was marked by being recognized for her unique abilities, which led to her working as an accountant before being discovered by army intelligence. This path eventually brought her to the attention of her superior, Lieutenant Colonel Kurutsu, who recruited her with the intention that she might one day succeed Motoko Kusanagi.

Emma is a creator of highly successful cyber-brain games, operating under the pseudonym Tin Man. Her choice of this alias reflects her own personal journey and philosophy, as she utilizes cyberization to structure what is described as her "attenuating selfhood," effectively transforming herself more and more into a "Tin Girl". This deep immersion in technology and her own prosthetic existence connects her directly to the central themes of identity and selfhood. Her personality, as portrayed through her actions, is that of a skilled technical officer, though she is also a tragic figure caught in a conspiracy far larger than herself.

In the narrative, Emma's primary role is that of a key figure in a plot involving a hacker known as Scarecrow, whose real name is Brinda Junior. She and Scarecrow share a unique and symbiotic relationship, existing together within the confines of her cybernetic body. While her own "heart" and his brain are fading away, they share a powerful yearning to continue living together, even after death. Their desperate partnership is exploited by a military colonel named Hozuki, who uses Scarecrow to eliminate competition for a foreign weapons cartel while attempting to frame Emma as the mastermind behind a massacre. As a result, Emma becomes a pawn, and her actions are driven by the need to survive and preserve her connection with Scarecrow, leading to a series of confrontations with Motoko Kusanagi's unit. Notable abilities include her expertise as a tech officer, her proficiency in creating complex cyber-brain games, and her high degree of cyberization which plays a critical role in her existence and the plot.
