Akihiko Toujou, often referred to simply as Tojo, is a Japanese former intelligence officer and a member of Koko Hekmatyar's private armed security squad. He is a man of fair skin with short, dark hair and light brown eyes, and is one of the few members of the team who wears glasses.

Tojo possesses a consistently calm and collected demeanor, rarely displaying strong emotions. This personality trait makes him exceptionally effective as a negotiator, as he can remain level-headed in tense situations. Before joining Koko's squad, Tojo had a career as an operator in a secretive Japanese Ministry of Defense black ops unit known as the SR Unit, where he served under a commander named Yosuke Hinoki. He participated in several clandestine operations, including one in Cuba. The true nature of this work, specifically the betrayal of allied local agents to erase evidence of Japan's involvement, deeply disturbed him and led to his resignation.

His recruitment into the world of private military companies happened almost immediately after leaving the SR Unit. Kasper Hekmatyar, Koko's older brother and a major arms dealer, recruited Tojo within twenty minutes of his departure from government service. Tojo eventually left Kasper's direct employment to work for Koko, a transition that did not damage his relationship with her brother. In Koko's squad, Tojo serves a crucial role as the primary intelligence specialist. His background means he is often seen working with a laptop, providing logistical and informational support, rather than being on the front line of combat. However, like all members of the squad, he is proficient with various firearms and can defend himself if necessary.

His relationships with other squad members are professional but have distinct characteristics. He is trusted by Koko, who has entrusted him with handling sensitive negotiations that she could not attend to personally. Tojo has a noticeable but cautious attraction to his colleague Valmet, appreciating her figure but also being wary of her formidable combat abilities. He also attempts to tutor the young soldier Jonah in mathematics, though the boy remains an indifferent student, a fact Tojo has come to accept.

The events of Jormungand Perfect Order bring Tojo's past into direct conflict with his present. When the SR Unit, his former employer, becomes a threat to the Hekmatyar operations, Tojo's knowledge is invaluable. He demonstrates his loyalty to HCLI by directly contacting his former commander, Yosuke Hinoki, to inform him that they are now opponents. Despite Hinoki offering him a chance to return to the SR Unit and become a first-class agent, Tojo reaffirms his commitment to Koko's team, showing that he has no interest in returning to his old life. This confrontation highlights his development from an operative disillusioned by government duplicity to a trusted and reliable member of a private squad.
