Description
Meiko Otsuka is a student at Suzaku High School and one of the seven witches who possess unique supernatural abilities. She is a second-year student, and her defining physical characteristics are her round glasses and her thick, curly green hair, which she wears in a long lock over her left shoulder. Despite her slender figure and relatively tall stature, her demeanor is typically gentle and unassuming.

By nature, Meiko is extremely introverted and soft-spoken. She has significant difficulty initiating or maintaining conversations with others, a social anxiety that stems largely from her lack of self-confidence and her struggles in school. Her inability to assert herself is a core part of her personality, often leading her to panic under pressure. However, she possesses a striking and unexpected secondary personality that emerges when she uses her witch power, telepathy. In these moments, she becomes a demanding and authoritative commander, barking orders with military precision, which has earned her the nickname Commander Otsuka from her amused friends.

Meiko is academically one of the weakest students in her year, frequently competing with Ryu Yamada for the lowest rank. This academic difficulty lands her in remedial summer school classes alongside him and other struggling students. To compensate for her social and educational shortcomings, her witch power manifested as a form of telepathy. When Meiko kisses another person, she establishes a telepathic link with them. Furthermore, that person can then communicate with anyone else who has also been kissed by her, creating a network of mental communication that allows for the sharing of thoughts and mental images. The power requires the user to clearly visualize the person they wish to contact, and it only activates successfully if the kiss is with the correct individual, a detail that has led to complications. Though she lost her powers permanently after a certain ceremony, for a time she relied heavily on this ability to express her true thoughts and to coordinate plans with her peers.

In the story, Meiko serves as a key figure in the early exploration of the witches' powers. She first approaches Ryu Yamada to use her telepathy to cheat on an exam, initiating a significant alliance. This leads to a close working relationship with Ryu, Urara Shiraishi, and other classmates during study sessions, where she uses her commander-like persona to orchestrate the efficient transfer of answers. Her role deepens as she becomes entangled in the wider conflicts between the witches and the student council. Meiko develops romantic feelings for Ryu Yamada, particularly during a period when his body is inhabited by Urara Shiraishi's consciousness. This emotional attachment provides motivation for her to act courageously, including kissing him to restore her lost memories after a plot by another witch causes her to forget everything related to magic.

Meiko's key relationships revolve around her interactions with the main protagonist group. She is particularly close to Ryu Yamada, whose own academic and social challenges mirror hers. She also works closely with Hideaki Tsurukawa and Mitsuru Kameda, with whom she shares remedial classes and uses her telepathy to help. Ultimately, following the loss of her powers, she finds authentic joy in her school life. She chooses to follow her true passion, enrolling in a university with a manga program. In the epilogue, set ten years later, she has achieved her dream of becoming a professional manga artist, though she remains as absorbed in her work as ever.
