Description
Ochiai is a scientist who lived centuries before the main events of the story and was one of the founding members of Sidonia's Immortal Ship Committee. He was the foremost researcher into the Gauna, the alien life forms that destroyed Earth and continue to threaten the surviving human ships. His studies focused on Gauna behavior and biology, and he was particularly interested in the possibility of creating a fusion individual, a being that combined human and Gauna traits. His research carried him into ethically dangerous territory, and his experiments are tied to one of the most destructive episodes in Sidonia's history, the Fourth Gauna Defense War, which nearly destroyed the ship and left only a tiny fraction of its population alive. Afterward he was arrested by Hiroki Saito, one of his fellow committee members.

Even after his arrest, Ochiai's knowledge and influence endured. His research data was stored in an auxiliary brain that only the Immortal Ship Committee could access, and before he was taken into custody he concealed a copy of his consciousness inside his sealed laboratory. He also transferred the ship's central records into that auxiliary brain and disposed of most of the original data, a move that preserved his work and gave him leverage over the ship's information systems even while he was out of power. Because of this, he functions in the story as a man who is believed dead but whose presence never fully disappears.

As a person, Ochiai is calm, methodical, and intensely rational. He works in isolation, values knowledge and competence above all else, and shows little concern for the ethical limits that constrain other researchers. He treats other people as instruments for his projects and is comfortable deceiving and manipulating those around him. His defining flaw is arrogance: despite centuries of experience and a highly advanced mind, he never learns from his mistakes and consistently underestimates the people he regards as his inferiors. This combination of brilliance and overconfidence is what eventually undoes him.

His motivations are rooted in a grand personal ambition rather than loyalty to any cause. He wants to create the ultimate life form and to achieve his own rebirth within it, effectively escaping the limits of the human species. His long-term project is the construction of a fusion individual, a hybrid organism that he intends to use as the vessel for his own consciousness. Everything he does, including the scientific work he presents as benefiting Sidonia, ultimately serves that private goal.

In the story, Ochiai operates as the hidden antagonist behind many of the crises Sidonia faces. His sealed laboratory proves to be the point of his return. When Norio Kunato, the heir of the Kunato Development corporation, enters the laboratory, a parasitic organism takes over his mind and Ochiai's consciousness becomes the dominant personality in his body. From that position, Ochiai uses Kunato's identity and the resources of the corporation to manipulate events from within the ship's establishment. He drives research into new weapons and is responsible for the creation of Tsumugi Shiraui, a fusion individual developed from recovered Gauna material, whom he intends to be both a weapon for humanity and a step toward his own transcendence.

His key relationships are defined by this pattern of using others. Norio Kunato is his host and puppet, a young man whose body and position Ochiai commandeers for his own ends. Tsumugi, the being he created, is his most important work, but she ultimately rejects his design and chooses her own path alongside the pilots of Sidonia, making her the figure who most directly embodies the failure of his plans. Hiroki Saito, who once defeated and arrested him, stands as his old enemy, and Saito's legacy is carried on by the protagonist Nagate Tanikaze, who becomes the principal obstacle to Ochiai's ambitions. Captain Kobayashi, another founding member of the Immortal Ship Committee, represents the leadership that has always sought to control and contain him.

Over the course of the story, Ochiai undergoes a transformation that mirrors his ambition. He moves from being a historical figure confined to records and warnings, to a parasitic consciousness inhabiting another person's body, and finally to the realization of his dream: the transfer of his personality into a fusion individual. In that form he becomes one of the most powerful and nearly unstoppable beings in the conflict, armed with a gravity radiation emission device and covered in armor made of a high-purity super-structure that can only be destroyed by the very weapon he carries. Even at this peak of power, however, his characteristic arrogance remains, and he is ultimately defeated by the people he dismissed, including the very creation he meant to control.

His notable abilities are all extensions of his scientific genius. He has unmatched expertise in Gauna biology and engineering, allowing him to develop technology that pushes far beyond the established limits of Sidonia's science. He can preserve and transfer his consciousness across time and bodies, first through a hidden copy of his mind, then through parasitic control of a living host, and ultimately through a purpose-built hybrid body. As that hybrid, he possesses overwhelming physical power and near-impenetrable defenses, making him a threat that ordinary weapons cannot match. Yet, in keeping with the rest of his character, those abilities are undercut by his inability to see the worth of others, and that blindness is what finally brings him down.
