TV-Series
Description
Fred Luo is a young, wealthy, and flamboyant arms dealer operating in the space frontier. Standing at six feet two inches tall and twenty years of age, he runs a successful security and military arms conglomerate, which provides him with vast resources and influence for someone so young. He is an old acquaintance and a good friend of the protagonist, Gene Starwind, having known him for some time before the series begins.

In terms of personality, Fred is a shrewd businessman and a master negotiator, but he is generally portrayed as a friendly, gregarious, and benevolent individual. Despite his wealth, he is approachable and willing to help friends who are in genuine trouble, provided the financial or transactional terms are agreeable to him. He is known to be both clingy and somewhat dependent in his friendships, often becoming excitable or worked up, which requires those around him to help keep him calm. A defining and recurring aspect of his character is his obvious homosexuality and his open infatuation with Gene Starwind, a trait that is frequently used for comic relief throughout the series. This affection is typically expressed in an over-the-top and affectionate manner, much to Gene's discomfort.

Fred's primary role in the story is that of a weapons supplier and a benefactor to Gene and his crew aboard the Outlaw Star. Gene regularly turns to Fred to purchase or obtain weapons, particularly the expensive and specialized armaments required for their grappler ship, often going into debt as a result. To help Gene manage this debt, Fred is known to offer discounts in exchange for performing various favors or odd jobs, demonstrating a willingness to assist his old friend beyond a simple business arrangement. He provides crucial support during key conflicts, such as supplying the firepower needed for a confrontation with the formidable pirate ship El Dorado. He is also established as a good friend of the space pirate "Hot Ice" Hilda, another important figure from Gene's past.

Fred's key relationships are central to his interactions. His friendship with Gene Starwind is the most prominent, defined by a mix of genuine camaraderie, financial transactions, and one-sided romantic pursuit that serves as a source of humor. He also shares a supportive, business-friendly relationship with Jim Hawking, Gene's young partner, often providing opportunities or jobs for the pair. His history with Hilda indicates a long-standing connection to the core group's network of allies.

Fred Luo does not undergo significant personal transformation or character development over the course of the narrative. His function remains largely consistent as a reliable, if quirky, ally whose wealth and access to military-grade hardware are essential for the protagonists. He appears intermittently to aid the crew in times of need, leveraging his business acumen and resources without fundamentally changing his own goals or demeanor. His notable abilities lie not in physical combat but in his expertise as a weapons merchant, his acumen for negotiation and business, his vast wealth, and his ability to procure rare or powerful military equipment for a price. He is also noted for a philanthropic streak, using his wealth and prestige for charitable gestures.
