Description
Kazukiyo Gowa is the eldest son of the Gowa family, a powerful and ancient Japanese clan with significant influence in both politics and the military-industrial complex. As the firstborn, he holds a senior position within the family hierarchy and is the de facto director of many of the Gowa businesses, given that his father is aging.

In terms of personality, Kazukiyo is characterized by his immense ambition and a cold, ruthless disposition. He is a clever and meticulous plotter who weaves complex political and economic webs to achieve his ends. His face is often devoid of expression, a stoic mask that conceals his calculating and manipulative nature. His fundamental motivation is an obsession with power, specifically the legendary power of the mystical entity known as Gasaraki, which he believes will grant him ultimate supremacy. He is willing to stop at nothing to acquire this ancient force, seeing it as the key to controlling not just his family, but the world itself. Kazukiyo embodies a detached, god-like philosophy, believing that a true leader cannot concern himself with the fates of individual men, which justifies any atrocity in his pursuit of power.

Within the story, Kazukiyo serves as a primary antagonist, working to upend the Japanese government and trigger a coup that would throw the nation into chaos so he can rise to power from the shadows. His role involves orchestrating a realistic and complex drama of economic and political manipulation, including leveraging the stock market and commodities to trigger a crisis. His key relationships are largely defined by his ambition. He is directly related to Kiyotsugu, Kiyoharu, Yushiro, and Misuzu Gowa as his brothers and younger half-sister. While these are his family members, he views them as disposable tools. He callously uses his younger half-sister Misuzu as an experimental subject due to her psychic abilities as a kai. His obsession with power ultimately leads him to murder his own father to secure his position and further his plans. He also collaborates with other conspirators, such as the radical activist Hiraku Nishida, to unleash selective violence on Japan for the purpose of national strengthening and to serve his own agenda.

Throughout the narrative, Kazukiyo's development is a descent into greater extremes of villainy, escalating from political assassination to patricide in his quest for god-like control. His notable abilities lie not in physical combat but in his strategic cunning, his capacity for economic warfare, and his willingness to commit horrific acts to achieve his goals. His schemes include assassinating a government minister and having soldiers injected with experimental serums that drive them insane, forcing them into lethal piloting situations. He is a master manipulator who operates from the shadows, weaving a Xanatos gambit that entangles military, corporate, and political factions in a bid to become the ultimate puppeteer of world events.
