Publicly, Garaki founded and chaired Jaku General Hospital, championing community Quirk research while establishing orphanages and nursing homes. This philanthropic front earned him widespread respect, effectively masking clandestine operations. Secretly, he exploited the hospital's morgue and concealed laboratories for unethical experiments, abducting corpses and living subjects to forge Nomu. This network provided diverse Quirks and test subjects, with the hospital acting as cover.
Garaki's scientific prowess revolutionized villain enterprises. He mastered Quirk duplication and transplantation, creating Nomu—biologically engineered beings implanted with multiple Quirks—whom he viewed as "children" or "masterpieces."
