Rikiya Yotsubashi, descendant of the villain Destro and founder of the Meta Liberation Army, was raised in secrecy by the Army's remnants after Destro's imprisonment and suicide. They concealed his lineage and prepared him to revive their cause. As an adult, he assumed the public role of President and CEO of Detnerat Company, a lifestyle support business specializing in products for unconventional Quirks. This position masked his true purpose: expanding Destro's ideology and recruiting over 100,000 soldiers for the modern Meta Liberation Army. Physically, Rikiya is a tall, middle-aged man marked by a long, pointed nose, a prominent chin, and small, dark eyes. His orange-brown hair receded early due to his Quirk's strain, revealing a widow's peak and two dark moles on his left forehead. Intense stress causes dark, mask-like stains to spread around his eyes. He favors a green dress shirt, green tie, and black pinstriped blazer with matching trousers, sometimes adding a black coat and hat. Following the loss of both legs to Tomura Shigaraki's Decay Quirk, he initially used a mechanical wheelchair before acquiring prosthetic legs. Rikiya's personality blends charismatic public benevolence with private ideological extremism. He publicly champions Quirk acceptance as a businessman, while privately, as Re-Destro, he fervently believes Quirks must be liberated from societal constraints. Emotionally volatile, he shifts instantly from calm to rage. His ruthless pragmatism is evident when he murders his secretary, Miyashita, for criticizing Destro's memoir, shedding genuine tears afterward. Initially dismissing the League of Villains as aimless thugs, he later respected their resilience. After defeat, he surrendered leadership to Tomura Shigaraki, adopting a subservient role within their merged group. His "Stress" Quirk converts fear, anger, and frustration into physical power, allowing selective limb enlargement or full-body growth. This grants enhanced strength, durability, and speed, with energy attacks possible at higher outputs. At 80% liberation, his bulk increases dramatically; 100% liberation unleashes destructive energy waves. The Quirk's constant strain caused his premature hair loss. He also utilized "Claustro," detachable armor amplifying his power to 150%, destroyed by Shigaraki. Later, his prosthetic legs hindered combat, failing under the Quirk's weight. Rikiya engineered a conflict with the League of Villains by capturing their associate Giran and luring them to Deika City. After the League defeated his commanders, he battled Tomura directly. Though initially overpowering Tomura, Tomura's Quirk awakening led to the destruction of Deika City and the severing of Rikiya's legs. Conceding defeat, Rikiya merged the Meta Liberation Army with the League, forming the Paranormal Liberation Front and appointing Tomura Grand Commander. As a lieutenant, he supported Tomura's operations, including meetings with Hawks and deploying a Twice-created clone. This clone attacked the Hero Public Safety Commission, killing Midnight before being neutralized. His arc shifts from an ideologue pursuing his ancestor's legacy to a pragmatic subordinate recognizing Tomura as the embodiment of "liberation." This transformation culminates in his surrender speech, reframing the merger as a rebirth under Tomura's vision.
