Chiyo Nakayama, a young elementary school student, endured severe bullying that drove her to despair and suicidal thoughts. Her fate shifted when the second-rank angel Jami selected her as a God candidate. Due to Jami's rank, Chiyo received only the Wings from the Angel Tools, granting flight but excluding the Red and White Arrows. This newfound ability sparked joy and a fleeting sense of freedom, briefly restoring her will to live.

Responding to Metropoliman's public summons for God candidates, Chiyo arrived at Jinbo Stadium. Suspecting his intent to eliminate rivals, she sought alliance with fellow candidates Shogo Hatakeyama and Saburo Tabuchi as they prepared to oppose Metropoliman. Shogo distrusted Chiyo, demanding she prove loyalty by submitting to his Red Arrow. Before this test occurred, Metropoliman intervened, striking Chiyo with his own Red Arrow and instantly enslaving her mind.

Now wholly obedient to Metropoliman, Chiyo witnessed him kill Shogo with a White Arrow and subjugate Saburo with another Red Arrow. Metropoliman handcuffed Saburo and Chiyo together in the stadium stands. His plan to reduce God candidates culminated in Saburo's execution via White Arrow—a blow that simultaneously killed Chiyo through their forced physical link, advancing Metropoliman's goal.
