Description
Onihei Mishima is a colonel in the Japanese Ground Self Defense Force and serves as the vice-principal of the Coppelion academy, the institution that trains the genetically engineered girls deployed into the contaminated ruins of Tokyo. He is a tall and physically imposing man with a prominent mustache, a feature that leads the young operative Aoi Fukasaku to affectionately dub him "old man with mustache." His personal history is marked by profound loss: his wife and daughter died as a result of the nuclear meltdown that devastated Tokyo twenty years before the main events of the story, a tragedy that deeply informs his cautious and protective outlook.

In terms of personality, Mishima embodies the disciplined military officer. He is stern, pragmatic, and deeply committed to protocol and the chain of command, believing that successful operations depend on following orders precisely and staying within mission parameters. This instinct is visible early on when he explicitly instructs Ibara Naruse not to administer a cure to a dying survivor, only for Ibara to disobey him in order to save the man's life. His rigidity is not cruelty; rather, it stems from a genuine sense of responsibility for the safety of the young operatives under his charge and for the success of the overall rescue effort. His authoritative exterior masks the grief he carries from losing his own family to the disaster, which gives his protectiveness a personal weight.

His role in the story is that of the commanding officer and operational overseer of the Coppelion Healthcare Team. While the girls operate in the field within the irradiated city, Mishima coordinates their missions from the military side. He provides them with intelligence, arranges logistical support such as helicopter extractions, and briefs them on critical information, including the background of Dr. Denjiro Shiba, the scientist responsible for designing the nuclear plant that caused the catastrophe. He is the authority figure who sets the boundaries of their assignment, even as events repeatedly push the girls beyond those boundaries.

His key relationships are with the three Coppelion operatives he supervises, especially Ibara, whose compassionate and headstrong nature frequently clashes with his insistence on discipline. Despite this tension, his interactions with the team are marked by an underlying care, and Aoi's teasing nickname for him indicates a degree of familiarity and warmth beneath the formal military dynamic. He also operates alongside other Ground Self Defense Force personnel, managing the wider rescue operation from behind the scenes.

Over the course of the story, Mishima shows a measured development. While he remains a stickler for rules, he gradually accommodates the girls' humanitarian instincts, accepting that effective rescue sometimes requires bending orders. His tragedy-driven concern for lives, both of his operatives and of the survivors they seek, becomes more apparent as the missions progress.

Onihei Mishima does not possess the special physical or genetic abilities of the Coppelion operatives; his strengths lie in command, coordination, and military experience. His notable capabilities are organizational and strategic, enabling him to keep the mission running, manage resources, and support his field team from a distance, all while carrying the burden of a disaster that cost him his family and continues to shape every decision he makes as their leader.
