She claims to be of European descent, with a father who was a French aristocrat and a mother from a German family of musicians, and she speaks with a fake, ambiguous European accent. Her adopted name, Celestia, means heavenly, while the surname Ludenberg is likely a fabrication combining Latin and Germanic elements. Her ultimate aspiration is to amass enough wealth to purchase a grand European castle and fill it with handsome male servants dressed as vampires. She entered the dangerous world of underground gambling, betting her own life on numerous occasions, specifically to raise the funds needed for this dream.

In terms of personality, Celestia is calm, collected, and exceptionally cunning. As a master of deception, she is able to lie with a perfectly straight face, a skill she uses to manipulate others effortlessly. She adheres to a strict, elegant code of conduct and typically speaks in a refined, polite manner, which aligns with her perceived aristocratic image. However, this composed facade is prone to shattering when things do not go her way. She possesses a ferocious temper and will lash out with vulgar and aggressive language if provoked, such as when her tea is not prepared to her exact specifications. She has a habit of ranking people from A to F, with A being the highest, and most people she meets are considered uninteresting D rank. Celestia is highly ambitious and extremely selfish, openly declaring that she would sacrifice anyone to achieve her goals and save herself. She takes great pride in her ability to control her emotions, claiming she can even lie to her own heart, though her true feelings of panic and fear can sometimes be detected beneath the surface.

Throughout the story, Celestia plays a significant role in the group's dynamics. She is the one who proposes a voluntary nighttime curfew, arguing it is a necessary adaptation to prevent murders during the Killing School Life. She presents this as a logical rule for everyones benefit, but it also serves to protect her own safety and assert her authority. She is frequently annoyed when characters like Byakuya Togami violate this rule, coldly remarking that those who disobey the rules deserve their fate. During the class trials, she is one of the sharpest participants, able to keep up with the deductive reasoning of Kyoko Kirigiri and Byakuya, and contributes crucial evidence, such as her testimony about seeing Chihiro Fujisaki before his death. Her key relationships are primarily transactional. She often commands Hifumi Yamada to serve her, such as preparing royal milk tea, and treats him as a subordinate.

Celestias motivations become fully clear during the third chapter. When Monokuma offers a ten-billion-yen prize to the student who can successfully graduate by killing another, she sees it as the perfect opportunity to finance her castle. Her development reveals the lengths of her ambition and deceit, as she orchestrates an elaborate plot to murder two classmates and frame another. She manipulates Hifumi by lying that Kiyotaka Ishimaru assaulted her and threatened to kill him, turning Hifumi into her accomplice to murder Kiyotaka. Her plan is intricate, involving faking her own attack and creating a costumed figure named Robo Justice to confuse the investigation. During the subsequent class trial, she nearly succeeds in deceiving everyone, but small contradictions in her story eventually expose her as the culprit. Upon being discovered, her cool and elegant demeanor finally breaks down entirely, revealing a desperate and enraged individual before she ultimately accepts her fate. In her final moments, her mask slips enough for Makoto Naegi to perceive genuine terror within her, showing that despite her claims of being able to control all her emotions, fear is something she cannot fully hide.
