Description
Choe Gu-sung is a character who operates largely from the shadows, serving as a secondary antagonist whose technical genius makes him indispensable to the primary antagonist, Shogo Makishima. A Korean immigrant who fled his homeland as a child during a second Korean War, he eventually came to Japan where he was classified as a latent criminal by the Sibyl System. This designation, along with his inherent distrust of a society that surrenders its will to an algorithmic authority, fueled his desire to see the system dismantled.

In terms of appearance, Choe Gu-sung is a man of unassuming stature with short, straight brown hair. His most distinctive feature is his artificial eyes, which have a unique red and yellow coloration, a result of his natural eyes being damaged and replaced with cybernetics to save his life. He almost always keeps these eyes closed, hiding them from casual view, which gives him a perpetually calm and unreadable expression. He is typically dressed in casual, colorful clothing, such as a blue jacket over a purple shirt with green pants, and often wears a small earring in his right ear.

Personality-wise, Choe is portrayed as a calm, affable, and exceptionally brilliant individual. He is a scientific and computational genius, possessing an almost preternatural ability to analyze complex systems and uncover hidden truths. Unlike the philosophical and performative cruelty of Makishima, Choe is more pragmatic and reserved. While he has no moral objections to the chaos and death that further his goals, he personally has a low tolerance for graphic violence and gore, often choosing to absent himself from the most gruesome acts committed by their associates. He speaks politely to most people referred to as a "formal speech" character, and maintains a relaxed, almost cheerful demeanor even in tense situations, treating his work as a form of elaborate play.

Choe Gu-sung's primary role in the story is that of Makishima's long-time partner, right-hand man, and the closest thing he has to a friend. His relationship with Makishima is one of mutual respect and intellectual kinship, having worked together for over fifteen years. Choe provides the essential technical backbone for Makishima's schemes, serving as a hacker, an information broker, a weapons supplier, and a liaison to various criminal clients. He is not merely a follower; his deductions and abilities directly shape Makishima's plans. For instance, he was the one who, after five years of research, determined that the physical core of the Sibyl System was located deep beneath the Nona Tower, a revelation that became the focus of their final assault.

His most notable abilities lie in his unparalleled hacking skills. Choe is able to breach the most secure networks in Japan, including the MWPSB's systems and the ultimate vault protecting the Sibyl System. He can manipulate holographic projections on a massive scale, such as changing the avatars of an entire party to facilitate a criminal's escape. His most significant creation is the special helmets designed to replicate and broadcast the lowest Crime Coefficient in their vicinity, effectively rendering wearers invisible to the Sibyl System's scanners and allowing them to commit crimes without detection—an invention that sparks city-wide riots and chaos.

Choe Gu-sung undergoes a limited but definitive character development arc, culminating in his direct confrontation with the Sibyl System. He is driven not just by loyalty to Makishima, but by a deep-seated scientific curiosity and a desire to expose what he sees as a fraudulent system. His journey ends when, after successfully hacking into the core of the Sibyl System and witnessing its true nature as a network of interconnected brains of criminally asymptomatic individuals, he is confronted and summarily executed by Chief Joshu Kasei, the system's android avatar. Even in his final moment, however, he manages to record the truth of the Sibyl System on his phone, leaving behind crucial evidence that continues to inspire Makishima's crusade long after his own death.
