Description
Itami Koga is a junior student at Hakoniwa Academy, belonging to Class 13. She is a former member of the Flask Plan's elite group known as the Thirteen Party, assigned the project name "Best Pain." What makes Koga unique among the Flask Plan members is that she was originally a "Normal," a person without any inherent abnormalities or superhuman talents.

As a young girl, Koga felt that the world was filled with only normal things and came to believe that the problem was not the world itself, but that she herself was too normal. This dissatisfaction with her own normalcy became a defining part of her identity. In her final year of middle school, after transferring schools due to her father's circumstances, she met Youka Naze. Despite other classmates warning her away, Koga approached Naze and asked to do something crazy together, a meeting that would drastically change her life. Koga's true abnormality is not a physical gift, but rather her intense "Superhuman Desire"—the powerful wish to be abnormal, a desire so strong it allowed her to survive the dangerous experimental modifications performed by Naze.

Koga's personality is bright and energetic, often seen with a smile and laughing even during serious fights. Despite her cheerful and sometimes scatterbrained demeanor, she possesses a deep and unwavering loyalty to Youka Naze, whom she considers her best friend forever. Koga is fiercely protective of Naze and becomes easily jealous or infuriated by others who bother her, particularly Naze's harasser, Maguro Kurokami. Her loyalty is such that she obeys Naze's instructions even when she disagrees with them or feels uncomfortable with the orders, such as when she was asked to harm defeated opponents. However, Koga can also become serious when the situation demands it, and she is capable of questioning even Medaka Kurokami's resolve, helping to encourage Medaka to stay true to her principles.

In the story, Koga acts as a primary agent and defender of the Flask Plan, directly confronting the Student Council when they interfere with the project's operations. She participates in the battle against Kouki Akune, showcasing her cybernetic abilities and her dedication to Naze's cause. Her role highlights the personal cost and the human element within the Flask Plan, as she is a normal girl who willingly underwent extreme physical alterations to achieve power. Her presence also serves to illustrate the complex relationship between the "Normal" and "Abnormal" individuals in the series' world.

Koga's most significant relationship is unquestionably with Youka Naze. Naze is the genius who remodeled Koga's body, transforming her from a Normal into a powerful cyborg. Despite the painful nature of the experiments, which left her with enhanced pain receptors, Koga loves Naze as a friend and remains by her side constantly. Her other key relationships are with the members of the Student Council, particularly Kouki Akune, whom she fights in a battle that comprises a major part of her role in the "Thirteen Party" arc. Her confrontation with Akune leads to a moment of development, as she is forced to confront her own limitations and the nature of her loyalty to Naze.

Throughout her appearance, Koga demonstrates notable development. Initially presented as a bubbly and blindly loyal enforcer, she shows moments of conflict and doubt, particularly when asked to perform cruel acts. Her defeat by Akune, who uses a technique that exploits her cyborg body's energy limitations, forces a change in her perspective. By the end of her main arc, she begins to question her blind obedience and shows a more nuanced understanding of her own identity and the value of her friendship with Naze.

Koga's notable abilities stem from her cybernetic superhuman physiology, the result of Naze's modifications. Her body grants her inhuman strength and speed, the ability to bend in unnatural ways, and an accelerated healing factor that allows her to recover from broken bones in moments. Her project name, "Best Pain," refers to the deliberate enhancement of her pain receptors, which were not removed but heightened. This is a design feature to help her monitor her energy consumption, as her robotic muscles drain her body's energy very quickly. She can only move at maximum speed for about three minutes before exhausting herself, after which she relies on energy drinks to recover. Koga utilizes specific combat techniques, including the Rider Kick, where she drops from the ceiling with a powerful outstretched kick strong enough to break through multiple floors, and the Rider Jump, a powerful uppercut.
