He is a elderly man with white hair, often seen with a cane and formal attire, who holds a firm belief in a distinct divide between the rich and the poor. His driving motivation is the pursuit of creating perfect artificial humans. To achieve this dream, he initiated the N.E.T. Project, a secret endeavor that ultimately led to the creation of monstrous beings known as Players, who later escaped into the world. Feeling a heavy sense of responsibility for this catastrophe, Mitsugai then commenced Project Z.E.T. to create a being capable of destroying the Players, hoping to set things right. However, his plans were further derailed by the betrayal of a researcher named Kanzaki, who took the original Z.E.T. subject away. This left Mitsugai hell-bent on retrieving Z.E.T. after countless failed attempts to create a new one.
