Description
Shizumu acts as an antagonist aligned with the Kaiju Eugenicists, a group manipulating kaiju for their objectives. Five millennia prior to the main events, he and fellow Eugenicists like Gauma harnessed kaiju control to bring prosperity to a nation, earning them the title "dragon controllers" from neighbors. This alliance shattered through mutual betrayal with their rulers. Gauma sided with the princess against his comrades, leading to Shizumu's apparent death alongside the other Eugenicists.

Revived in the modern era, Shizumu and the Kaiju Eugenicists resumed operations, viewing Gauma as a traitor for piloting the anti-kaiju robot Dynazenon. Shizumu infiltrated Fujiyokidai High School, posing as a transfer student in the same class as protagonists Yomogi Asanaka and Yume Minami. He engaged them in discussions about kaiju, revealing the Eugenicists did not create the creatures but sought to cultivate a world where kaiju became necessary, disclosing that kaiju naturally manifest from human desires.

He avoided detection during specific kaiju attacks and was absent from historical flashbacks of the Eugenicists' ancient defeat. Upon leaving school, he followed Yomogi and Yume, admitting he had been feeding on their emotional energy. He attacked them, interrupting a personal confession, but Gauma intervened. Shizumu then unleashed his ultimate kaiju, Gagula, which had grown inside him.

His abilities centered on kaiju control: "Instance Domination" allowed control via eye contact and induced gigantification, releasing Gagula; "Kaiju Empathy" granted precise perception of kaiju thoughts and capabilities. Additional powers included generating concussive shockwaves, creating defensive energy barriers, and "Self-Sustenance," eliminating all need for food or sleep.

During the final confrontation with Gagula, Shizumu engaged Yomogi in mental dialogue while Yomogi used Instance Domination against the kaiju. He questioned Yomogi's choice of human bonds and a normal life over the freedom of kaiju manipulation powers, expressing incomprehension towards Yomogi's values. Shizumu departed as the combined Dynazenon pilots and allies defeated Gagula, causing the Kaiju Eugenicists' downfall.

Physically, he possesses a relatively short stature (159 cm), blonde hair, a darker skin tone than his fellow Eugenicists, and wears distinctive attire featuring a pilot-style hat and darker-colored shirt.
