Kururu Sumeragi is a teenage girl who serves as the leader of the Tool Toul To team, the current Pledge Queen of the Ring Road, and the personal tuner for Itsuki Minami, also known as Ikki. She is the cousin of Canon and carries herself with a gentle, polite, and cheerful demeanor, consistently treating others with respect and placing great value on her friends and family. Her outward appearance is marked by somewhat messy, light purple or pink hair that she attempts to keep orderly with an assortment of pins, and she habitually carries a wide range of tools and Air Treck parts within her clothing.

In terms of personality, Kururu is fundamentally kind, compassionate, and a little on the shy side, especially during her earliest encounters with Ikki. She possesses an endearing clumsiness that contrasts with her exceptional technical mind. After witnessing Ikki's fierce reaction to an attack on Simca, her initial reserve gives way to a devoted and fiercely supportive attitude. This devotion becomes one of her central motivations: she genuinely wants to know Ikki on a deeper personal level so that she can tune his Air Trecks—and by extension his performance—more perfectly. Over time, her admiration blossoms into romantic feelings, placing her in a quiet but persistent rivalry with Simca and Ringo for Ikki's affection.

Despite not being a Storm Rider herself, Kururu is regarded as a Queen-level presence solely because of her genius with Air Treck tuning. Numerous figures on both sides of the conflict between Sleeping Forest and Genesis acknowledge her as the true successor to the legendary tuner Makigami Ine. Her role in the story is defined by her ability to repair, build, and modify Air Trecks with almost supernatural speed and precision. During Ikki's battle with Ringo, she identifies the specific sound of his damaged motor units, arrives at the riverside just in time to catch him as he falls, and completely rebuilds his ruined pair of Air Trecks in midair in less than three seconds. She originally constructs the Wind Regalia for Ikki, and later, after it is stolen and given to Sora, he entrusts her with creating a new Storm Regalia—a task she embraces wholeheartedly.

Kururu's key relationships revolve around her connection to Ikki, whom she supports as a tuner and toward whom she harbors deep romantic affection. She shares a familial bond with Canon and holds a respectful, successor-like link to the retired Pledge Queen Ine Makigami. Her interactions with Simca and Ringo evolve into a lighthearted but meaningful struggle for Ikki's attention, displayed in moments such as when Agito teases the three of them about seeking a kiss after Kogarasumaru's special training and they all hint at having exactly that kind of intention. She also acts as a comforting presence during difficult revelations, running to Ikki's side when Sora's betrayal comes to light.

Kururu's most notable ability is the command of the Pledge Regalia, known as Axis. This takes the form of a large cross that unfolds into a network of smaller crosses linked by countless fine wires. By synchronizing her movements with a distinctive, birdcall-like singing, she can extend her tuning prowess to every tuner connected to Axis, granting them access to the rarefied state called Infinite Scale. Within this state, Kururu can repair, modify, or tune any Air Treck in mere seconds—a feat that other tuners describe as physically painful to the eyes and hands, yet she performs it without visible strain. She also manifests a symbolic shadow that appears as a singing woman draped in piano mechanisms, reflecting her role as the Pledge Queen. Even without entering Infinite Scale, her everyday skill allows her to diagnose a motor's condition by ear and to carry out high-level reconstruction in the middle of a battlefield, cementing her status as one of the most gifted tuners in the Air Gear world.
