Description
Kaitou Wanijima, also known as the Shinjuku Crocodile, is a prominent character in the Air Gear series. At twenty-eight years old, he serves as the director of the Metropolitan Police Department's Special Flying Shoes Congestion Countermeasure Office, also known as the leader of the Windstorm G-Men, a special SWAT team created specifically to hunt down and arrest Storm Rider teams.

Kaito's outward personality is defined by his ruthless and severe dedication to his job. He approaches his duties with a forceful and seemingly apathetic demeanor, showing little concern for the well-being of the bikers he apprehends, whom he considers his natural enemies. He is known for his extreme sadistic tendencies and a cocky attitude that leads him to underestimate others. His methods are aggressive and unhesitating; he often wields a bullwhip and a gun that fires rubber bullets to subdue his targets. He is also frequently seen as a chain-smoker. However, this ruthless exterior conceals a deeper capacity for compassion. Kaito is driven by a profound love for those few individuals closest to him, primarily Gazelle and his children, a love that motivates his most extreme actions.

The driving force behind Kaito's life is a tragic past. Ten years before the main storyline, he was the eighteen-year-old leader of a delinquent skateboarding team called Yellow Rain. During this time, he found and rescued a wounded girl who was one of the first-generation Gravity Children, a Thorn Queen named Gazelle. Kaito fell in love with her, and she returned his feelings, even emulating his speech patterns. Gazelle was being relentlessly hunted by Sora and Nike Takeuchi, who sought her Thorn Regalia. While attempting to flee with her to Russia, the Takeuchi brothers cornered them on the frigid sea. To prevent her power from being taken, Gazelle committed suicide, though the brothers still claimed her Regalia from her corpse. Kaito was rescued from the freezing water and returned to Japan, where he joined the police force, driven by a singular desire for revenge against the Takeuchi brothers.

This quest for revenge became intertwined with his family. Kaito is publicly known as the older brother of Akito and Agito Wanijima, but the truth is far more complex. The child who appeared at his doorstep was, in fact, his biological son, born from his relationship with Gazelle. After Gazelle's death, Doctor Minami recovered the near-dead fetus and used his technology to revive it, transplanting Gazelle's personality and abilities into the child's brain. This resulted in a single body containing three distinct personalities: Rindo, who was the reincarnation of Gazelle and the original host; Akito, the second personality; and Agito, a third personality created to protect Akito. Therefore, Kaito is not the brother of Akito and Agito, but their biological father. His relationship with them is aggressive and possessive, often keeping them in a cage and treating them as tools in his crusade against illegal AT users, but this harshness is ultimately revealed to be a deeply flawed and overprotective attempt to keep his only remaining family safe from the same fate that befell Gazelle.

In his role in the story, Kaito serves as a formidable antagonist and a complex figure of authority. As the leader of the Windstorm G-Men, he is a direct legal opposition to the lawless Storm Rider teams. He later uses a rocket launcher to board the aircraft carrier of the Genesis team to support Agito in battle. It is during these confrontations, such as the one against Shalott and Arthur, that the full truth of his lineage and the identity of Lind as the true Gazelle come to light. Kaito's primary motivation for revenge never wavers, but his development lies in the revelation of his tragic past and the protective, if brutal, nature of his love for his children.

Kaito does not possess supernatural abilities like the Gravity Children; he is an ordinary human. His effectiveness as a fighter and enforcer comes from his sheer will, his tactical mind, and his weapons, which include a whip and a gun loaded with rubber bullets. He leads the elite Black Rain unit, a specialized force within the G-Men, and his past as the leader of the wild Yellow Rain team demonstrates his long-standing experience with the aggressive, free-spirited world of AT riders.
