Description
Hess is a secondary antagonist in Fullmetal Alchemist the Movie: Conqueror of Shamballa, portrayed as a member of the Thule Society and an official of the Nazi party in 1920s Germany. As a fictionalized version of the historical figure Rudolf Hess, this character operates as a loyal follower who takes orders from higher-ranking members of the organization. His personality is that of a generic subordinate, dutifully carrying out assignments without displaying significant individual initiative or distinct personal traits.

Hess appears early in the film at a carnival, where he offers to become a sponsor for Alfons Heiderich's rocket research. This sponsorship serves as a cover for his true objective during the event, which involves attempting to kidnap a Romani girl named Noah. Although his first attempt to capture Noah fails, he succeeds on a second attempt later in the story. Hess does not appear to have any particular sympathy for Edward Elric, the film's protagonist from another world.

The most significant action Hess takes occurs near the film's climax, when he pulls the trigger and kills Alfons Heiderich. This event takes place while Alfons is launching Edward back to his home world of Amestris, making Hess directly responsible for the death of Edward's close friend and counterpart to his brother. Following the end of the war depicted in the film, Hess faces consequences for his actions, being sentenced to jail for war crimes and seen being taken away by German police.
