Halle Lidner, whose real name is Halle Bullook, is a character introduced as a member of the Special Provision for Kira, or SPK. This is an organization secretly assembled by Near to investigate and apprehend Kira from outside the established Japanese Task Force. Before joining the SPK, Lidner had a career as an elite agent, having worked for both the Secret Service and the Central Intelligence Agency (CIA). Her decision to join the fight against Kira is not purely professional; it is driven by a personal motive of revenge, as a close acquaintance of hers was killed by Kyosuke Higuchi during the period when he acted as Kira.
