Description
Ministro da Defesa Kuroda, also known by the codename Rasetsu, is a central antagonist in the 2010 anime series Iron Man produced by Madhouse as part of the Marvel Anime project. He serves as Japan's Minister of Defense, a position that grants him significant political authority and access to the nation's military resources. Secretly, he is the leader of the criminal organization Zodiac, which seeks to overthrow the existing government and establish Japan as a dominant global superpower under his control.

Kuroda is a calculating, nationalistic, and ruthless individual. He views foreign influence, particularly that of the United States and Tony Stark, as a threat to Japan's sovereignty and future. His personality is marked by a cold determination and a willingness to use any means necessary to achieve his goals, including deploying advanced weaponry, manipulating public opinion, and sacrificing innocent lives. In the story, Kuroda acts as the overarching antagonist, opposing Tony Stark from the very first episode. He accuses Stark of smuggling plutonium into Japan, sparks public distrust, and deploys Zodiac agents to undermine the Arc Station project. As the series progresses, his involvement becomes more direct. He pilots the massive Rasetsu armor himself, a powerful exoskeleton that rivals Iron Man's capabilities. The Rasetsu armor is immense and armed with heavy weaponry, allowing Kuroda to engage in direct combat. His ultimate goal is to kill Iron Man and demonstrate Japan's strength by destroying the armored Avenger.

Kuroda's key relationships are defined by his position as leader of Zodiac. He works closely with Ho Yinsen, the scientist who operates the Iron Man Dio armor, though their alliance is pragmatic rather than loyal. He has a contentious dynamic with Captain Nagato Sakurai of the Japanese Self-Defense Forces, who pilots the Ramon Zero armor and often clashes with Kuroda's orders. Kuroda views Stark as his primary enemy, a foreigner whose ideals and technology threaten his plans. He also holds authority over the members of Zodiac, using them as disposable pawns.

Throughout the series, Kuroda develops from a political adversary into a direct combatant. Initially, he operates through proxies and behind-the-scenes manipulation. As Stark repeatedly foils his schemes, Kuroda becomes more desperate and ultimately takes the field in the Rasetsu armor. His confrontation with Iron Man ends in his defeat; the armor is destroyed by a massive uni-beam blast from Stark. This defeat marks the collapse of his public and secret ambitions. His development highlights a descent from calculated scheming to open confrontation, driven by pride and nationalism.

Notable abilities include his political acumen and strategic mind, which allow him to coordinate large-scale operations and maintain a cover as a legitimate official.
