Description
Chairman Harabote Muscle is a supporting character known for his long-standing role as the head of the organization that oversees all superhuman activity in the universe, commonly referred to as the Chōjin Committee. His name, Harabote, is a Japanese term that describes someone with a large belly, a fitting description for his short, barrel-chested, and heavy-set frame. Standing 165 centimeters tall, he has a perpetually stern or grumpy expression and is often seen wearing a ceremonial cape. In his youth, he had long hair and was an active wrestler, a stark contrast to his later appearance. In English adaptations, his name is changed to Vance McMadd, a parody of the wrestling promoter Vince McMahon.

Born on Planet Harabote, his background is deeply intertwined with the Kinniku family. As a young chojin, Harabote was a close childhood friend and fierce rival of Mayumi Kinniku, the father of the series' protagonist. Their friendship, marked by a competitive edge, includes a formative adventure where they discovered the imprisoned entity Nemesis, an event that helped shape their respective senses of justice. His athletic prime was highlighted by winning the 11th Chōjin Olympics, where he personally defeated Mayumi and prevented him from securing a third consecutive championship.

In his role as chairman, Harabote functions as the primary authority figure for nearly every tournament and major match. He officiates events, moderates title bouts, and sometimes serves as a referee or commentator. Despite holding this prestigious position, he is not particularly well-respected by the chojin community, who often find his methods antiquated or his personality annoying. He frequently provides comic relief, spending much of his time in the audience alongside his friend Mayumi, engaging in slapstick arguments and performing old-school exhibition matches that are often poorly received by younger crowds for lacking violence. One of his quirks includes using a giant pachinko machine to randomize tournament brackets.

His personality is a mixture of rigid adherence to protocol and personal pettiness. While he can be a stern and principled arbiter, he is also a sly and grumpy figure who is easily exasperated. Initially impressed by the raw ability of Kinnikuman (Mayumi's son), he quickly grows frustrated with the hero's foolish and unprofessional behavior, even expressing disappointment whenever Kinnikuman manages to win a match. This disdain extends into the next generation, as he holds a personal vendetta against Kinnikuman's son, Mantaro, whom he views as a lazy and unworthy slacker. This animosity leads him to overtly manipulate the rules of tournaments to Mantaro's detriment, such as allowing opponents to use weapons or changing the match location to a disadvantageous island.

Key relationships define his role in the story. His bond with Mayumi Kinniku is the most significant, shifting from past athletic rivalry to a present-day dynamic of close, bickering camaraderie. He is the father of two children: a son named Ikemen Muscle and a daughter named Jacqueline Muscle. He eventually hands his chairmanship over to his son, Ikemen, who inherits both his position and his grudge against the Kinniku family. While he is closer to his son, he also holds a quiet respect for his daughter's competence. Over the course of the narrative, Harabote experiences a significant character shift. By the era of Kinnikuman Nisei, his authority and management skills have deteriorated due to advanced age. While he remains a figurehead, his influence wanes as he transitions from an active, manipulative antagonist to a more ceremonial role.

Regarding his capabilities, Harabote possesses a Chōjin Kyodo power level of 450,000. Though he rarely fights in his older age, as a former champion he is proficient in several wrestling techniques. His known moves include the Atomic Drop, the Body Scissors, and the Killer Key Lock.
