Description
Gorou Kobayashi is the head of Section 3, a covert operations branch operating under the cover of the Ministry of Internal Affairs and Communication's Statistics Bureau. His official title is the head of the 2nd Investigate Division, a position that serves as a front for his true role leading a black ops unit tasked with eliminating individuals or groups connected to the Syndicate. Later revelations indicate that he himself becomes a member of the Syndicate.
In appearance, Kobayashi has very short black hair and is typically seen wearing a business suit and glasses, projecting the image of a calm and collected bureaucrat.
