Description
In the anime Yu-Gi-Oh! 5D's, Rex Goodwin is a figure of immense authority and manipulation, serving as the Director of Neo Domino City's Public Security Maintenance Bureau. His public persona is that of a calm, sophisticated, and pragmatic leader who has transformed the city into a futuristic utopia, but beneath this exterior lies a cold and calculating individual willing to sacrifice innocent lives to preserve his grand vision.

Goodwin's background is deeply intertwined with the city's greatest disaster. Before becoming Director, he was a lab assistant to Dr. Fudo, the creator of the Enerdy reactor. He is also the older brother of Roman Goodwin. In the chaos preceding the catastrophic Zero Reverse, Goodwin was entrusted by his brother with a container holding Roman’s severed left arm, which bore the Dragon's Head birthmark of a Signer. Roman, who had become a Dark Signer, ordered Rex to gather the Signers of the present to eventually stop him. Goodwin also has a legendary past as "The Stranger," the builder of the Daedalus Bridge. Attempting to escape Satellite on his Duel Runner, he launched himself from the unfinished bridge to reach Neo Domino City, an act that cost him his left arm, which he later replaced with a mechanical prosthetic.

Goodwin's primary motivation is to end the 5,000-year cycle of battle between the Signers and the Dark Signers. Initially, he appears as an ally, claiming that summoning the Crimson Dragon will bring peace. However, his true goal is far more ambitious and egomaniacal. He masquerades his elitist beliefs with a facade of utilitarianism, viewing the poor of the Satellite as necessary sacrifices to protect Neo Domino from the coming conflict. Ultimately, he concludes that only the power of a god can change fate, and he orchestrates events to acquire the powers of both the Crimson Dragon and the Earthbound Immortals, aiming to become the Ultimate God and recreate the world according to his own design.

In the story, Goodwin acts as the primary architect of the first major arc. He arranges the Fortune Cup to identify and gather the five Signers, using the event as a controlled experiment to summon the Crimson Dragon. He is a classic chessmaster, manipulating nearly every aspect of the tournament, employing duelist assassins like Bommer, and concealing crucial truths from his pawns, such as Jack Atlas, whom he uses as a figurehead. Once the Dark Signers emerge, he positions himself as a guide, sending Yusei and the others into Satellite to fight them, all while secretly plotting his ascension. In the final battle of the Dark Signers arc, he reveals his true nature, having allowed himself to be killed and reborn as a Dark Signer to combine both powers. He duels Yusei, Jack, and Crow in a three-on-one Turbo Duel as the final antagonist, intending to absorb their power and the Crimson Dragon itself.

Goodwin's key relationships are defined by manipulation and family tragedy. His relationship with his older brother, Roman, is the catalyst for his entire plan. While Roman willingly fell to darkness and tasked Rex with defeating him, Rex had a different interpretation, choosing to join him as a Dark Signer to break the cycle on his own terms. He maintains a professional yet intimidating dynamic with his subordinates, Jeager (Lazar) and Mina, demanding absolute loyalty. He acts as a mentor and benefactor to Jack Atlas, engineering his rise from Satellite to King of Neo Domino, but his interest is purely instrumental, seeing Jack as a vessel for a Signer mark and a tool for his public image.

Goodwin's development is a slow descent from a seemingly benevolent authority figure into a self-proclaimed god. Initially reserved and stoic, he rarely displays aggression, though he can be menacing. After his transformation into a Dark Signer, his personality shifts dramatically to become grandiose, sadistic, and delightfully hammy. He discards his composed facade for a monologuing, power-drunk demeanor, believing himself to be above humanity and its bonds of friendship. His defeat comes when Yusei convinces him that his entire philosophy is flawed, demonstrating that the bonds between people are the true power that can overcome destiny.

After becoming a Dark Signer, he gains control of the Condor Earthbound Immortal, Wiraqocha Rasca, and his mechanical arm transforms into a unique Duel Disk capable of conducting Shadow Duels. In his ultimate form, he wields the powers of both a Signer and a Dark Signer, making him the most formidable opponent the protagonists face up to that point.
