Mr. Popo is a fictional character from the Dragon Ball series created by Akira Toriyama, appearing as a genie-like being who serves as the assistant to Earth's guardian deity and the caretaker of their residence, located high above the sky. He first appears in the one hundred sixty-third chapter of the Dragon Ball manga, published in 1988, and is present throughout the story of Dragon Ball Z Kai as a supporting figure. According to Toriyama, Mr. Popo has served as an assistant to successive generations of gods who preside over Earth, suggesting that he existed long before the Nameless Namekian arrived on the planet and subsequently became the world's guardian deity. He is bound to Kami's Lookout, where he lives eternally as the gardener and caretaker.

Mr. Popo is characterized by a calm, patient, and humble demeanor. He is wise and knowledgeable about the workings of the world and the cosmos, and he approaches his duties with unwavering dedication. He is deeply loyal to the current guardian, whether it is Kami or later Dende. Despite his gentle nature, he possesses great inner strength and acts decisively in moments of crisis. His motivations are rooted in his role as a protector of Earth and its guardian, and he is willing to train warriors to help defend the planet from threats.

In the story, Mr. Popo's duties consist of looking after Kami, tending to the Lookout, and reconstructing Shenron if the dragon's physical form is destroyed. He also tends to an ancient butterfly garden that he cultivated thousands of years prior to the events of the series. He plays a key role as a teacher, training Goku for three years after the boy first arrives at Kami's Palace, honing his martial arts skills and teaching him advanced techniques such as the Chou Kamehameha. Later, he helps Bulma, Krillin, and Gohan by revealing the location of Kami's old starship, enabling their journey to Planet Namek. He goes on to serve Dende as his attendant after Dende becomes Earth's new guardian deity. During the Majin Buu saga, he bravely seizes Dende and hurls him off the Lookout to save him from Buu's rampage, an act for which he is commended by Piccolo.

His key relationships include his long service to Kami, his mentorship of Goku, and his later service to Dende. He also interacts with other characters such as Krillin, Gohan, Piccolo, and the other Z Fighters, often providing guidance and support.
