Dr. Briefs is the elderly, brilliant, and eccentric founder and president of Capsule Corporation, a position that has also made him the wealthiest man on Earth. He is the father of Bulma and Tights, the father-in-law of Vegeta, and the maternal grandfather of Trunks and Bulla. His own birth year is recorded as AGE 700. Dr. Briefs lives in a vast compound in West City with his wife, Panchy, which doubles as both his home and a personal zoo filled with a wide assortment of animals he has rescued or gathered over the years.

In terms of personality, Dr. Briefs is an easy-going and amicable man who is remarkably unfazed by the extraordinary and often dangerous events that unfold around him. He interacts with powerful warriors like Vegeta and Goku with a casual, friendly demeanor, showing no fear. His primary passion lies in his work and his animals. He is a devoted caretaker of his many pets, including a small black cat named Tama who is almost always perched on his shoulder, and even a baby Tyrannosaurus he calls Dino. His devotion to his animals is so strong that during the crisis with Majin Buu, he and his wife refused to evacuate to the safety of Kami's Lookout, stating it would be too cruel to abandon their pets. Dr. Briefs is also known for a somewhat eccentric and openly perverted streak, keeping erotic magazines in his possession, a trait his daughter Bulma finds embarrassing.

As a genius scientist, Dr. Briefs's primary motivation appears to be the pure act of invention itself. He is not driven by a desire for wealth or power, as he is famously oblivious to the extent of his own fortune. Instead, his motivation is the joy of solving technical challenges, whether it is improving everyday life or responding to the seemingly impossible demands of his family and their allies. His role in the story is that of a secondary but absolutely crucial supporting character. While he rarely participates in direct combat, his technological contributions are indispensable to the heroes. He facilitates travel to other planets by building advanced spaceships, constructs training rooms with immense artificial gravity for Goku and Vegeta, and even aids in repairing the severely damaged Android 16.

Dr. Briefs's key relationships are primarily familial. He is a caring and supportive father to Bulma, and a doting grandfather who loves to build toys for young Trunks. He maintains a calm and accepting relationship with his son-in-law, Vegeta, willingly building him a 300-times gravity training room without complaint. His professional partnership with his daughter, Bulma, is also significant as they frequently collaborate on major projects, such as analyzing Dr. Gero's blueprints and creating a device to stop the androids. Over the course of the series, his character shows little dramatic development in terms of personality or beliefs. Instead, his development is reflected in the escalating scale of his inventions, from the foundational Hoipoi capsules to interstellar spacecraft and gravity-manipulating chambers. His legacy is secured through his family, with his grandson Trunks eventually succeeding him as the president of Capsule Corporation.

Dr. Briefs's most notable abilities are entirely intellectual. He is acknowledged as one of the smartest beings on Earth, a mechanical genius capable of designing, building, fixing, and improving virtually any technology. His greatest achievement is the invention of the revolutionary Hoipoi capsules, which allow objects as large as houses to be compressed and stored in small, portable containers. This invention fundamentally transformed Earth's civilization and made him his fortune. Beyond this, he demonstrated his brilliance by reverse-engineering the spaceship that brought an infant Goku to Earth and refitting it with a state-of-the-art artificial gravity generator and living quarters, enabling Goku's rapid journey to Planet Namek. He later successfully constructed a more powerful gravity chamber capable of simulating 300 times Earth's gravity for Vegeta's training. Furthermore, his intellect was showcased when he and Bulma were able to analyze the schematics of Dr. Gero's androids, even managing to repair the highly complex Android 16 and remove his internal self-destruct device.
