Follet Tortuga, also known as Muten Roshi or Kame Sennin, is a human martial arts master and a recurring character in Dragon Ball Z Kai. He is an elderly man, bald with a thick white beard, and is typically seen wearing martial arts clothing or beach attire, often with a turtle shell on his back and carrying a staff. He stands approximately 1.65 meters tall and weighs around 44 kilograms. Known as the Turtle Hermit, he was once considered the strongest man on Earth and is revered as the God of Martial Arts by many.
In his youth, Follet Tortuga was a student of the master Mutaito and was an eternal rival of Tsuru Sennin, the Crane Hermit. He also trained under the master Korin, where he was the first to obtain the Sacred Water. It took him three years to achieve this and to receive the Kinto Cloud. He is famously the creator of the Kamehameha wave, a powerful energy technique that took him fifty years to develop and master. The Phoenix granted him eternal life, meaning he does not die from the passage of time, though he can still be killed.
Personality wise, Follet Tortuga is a paradoxical figure. Despite his immense martial arts wisdom and power, he is notoriously lecherous, often asking young women to show him their underwear or making inappropriate advances.
