Description
Neil Dylandy, who operates under the codename Lockon Stratos, is a Gundam Meister serving the paramilitary organization Celestial Being in the first season of Mobile Suit Gundam 00. Born in Ireland on March 3, 2283, he was the elder of twin brothers. His life was permanently altered when his parents and younger sister, Amy, were killed in a terrorist attack perpetrated by the Kurdish People's Salvation Army, or KPSA. This loss instilled in him a deep-seated anger toward terrorism and a desire to acquire the power necessary to change the world, which ultimately led him to join Celestial Being. Though he survived the attack along with his twin brother, Lyle Dylandy, Neil deliberately chose to remain estranged from Lyle, and the two did not maintain contact.

As the oldest of the four original Gundam Meisters, Neil assumed the role of unofficial leader and field commander during missions. Outwardly, he presented a relaxed, easygoing, and sociable demeanor, often displaying a flirtatious and charismatic personality. He was kind and considerate toward his allies and the Ptolemy crew, acting as a stabilizing and inspirational presence. However, beneath this composed exterior lay a darker, more volatile side. His judgment could become clouded when confronting individuals or missions tied to terrorism, especially when dealing with the KPSA or its former leader, the mercenary Ali al-Saachez. During such encounters, his carefully controlled emotions could override his rationality, driving him toward vengeance rather than mission objectives. Despite this, he generally maintained a cool-headed outlook and was rarely angered outside of these specific triggers.

Neil's primary motivation was to eradicate war and terrorism, a goal shaped by his personal trauma. He believed Celestial Being's armed interventions were the means to achieve this change. His marksmanship was exceptional, making him the team's dedicated sniper. He piloted the GN-002 Gundam Dynames, a mobile suit optimized for long-range precision combat. His combat style emphasized mobility, stealth, and accuracy, relying on the GN Sniper Rifle and various missile payloads. He also possessed a strong understanding of physics and tactical strategy, and was proficient in close-quarters combat when necessary, as demonstrated even after sustaining injuries. His unit was supported by an orange Haro, which assisted with system calibration, maintenance, and simultaneous piloting during sniper mode.

His role in the story was defined by several critical relationships and developmental arcs. He shared a complex bond with fellow Meister Setsuna F. Seiei. Upon learning that Setsuna had been involved with the organization that killed his family, Neil faced a moral crisis in which he ultimately chose not to kill Setsuna, redirecting his hatred toward Ali al-Saachez as the true enemy. This decision marked a significant step in his internal struggle between vengeance and the broader ideals of Celestial Being. He also developed a close working relationship with the ship's strategist, Sumeragi Lee Noriega, which carried subtle romantic undertones. To Feldt Grace, he revealed his real name, demonstrating his capacity for trust and intimacy.

In combat, Neil suffered serious injuries while defending another ally, which cost him the use of his right eye and diminished his sniping accuracy. Despite medical advice to rest, he resolved to continue fighting. During a joint United Nations forces incursion, he sortied in the heavily damaged Dynames equipped with the GN Arms. In a final confrontation with Ali al-Saachez, Neil executed a last-ditch strategy by jettisoning from the cockpit and using a GN Arms cannon to target Ali's Throne Gundam. Though he succeeded in damaging the enemy unit, Ali retaliated and destroyed the cannon, killing Neil. His sacrifice left a lasting legacy; his twin brother, Lyle, later assumed the Lockon Stratos codename and joined Celestial Being's renewed efforts. Neil remained a pillar of emotional support and inspiration for the surviving members, remembered as a kind and loving friend whose determination to shape a better world outlived him.
