Cecilie von Spitzweg is the former ruler of Shin Makoku, having served as the twenty-sixth Maou before the arrival of Yuri Shibuya. She is also known as one of the three great witches of the demon kingdom and holds the popular epithets Golden Celi or Golden Cheri. Cecilie is the mother of three sons, each with a different father: Gwendal von Voltaire, Conrart Weller, and Wolfram von Bielefelt. She is the matriarch of the Spitzweg noble house and relinquished her political authority to her older brother, Stuffel von Spitzweg, who served as regent due to her lack of interest in administrative duties.

In appearance, Cecilie is a glamorous and voluptuous woman with long blonde hair and emerald green eyes, features that her youngest son Wolfram inherited. Despite being the mother of adult sons, demons in this world do not age rapidly, so she appears youthful. At first glance, Cecilie often seems flighty, overly flirtatious, and airheaded, as she is frequently on what she calls a free and easy quest for love. She has a penchant for pursuing romantic interests, showing attraction to various characters including the new Maou Yuri, his brother Shori, and her childhood friend Raven. However, this cheerful and sometimes ditzy demeanor masks a very astute, intelligent, and perceptive nature. She has a remarkable ability to take control of situations effectively and is deeply caring, particularly regarding the well-being of her three sons. Beneath her playful exterior lies a fierce protectiveness; she becomes devastated when Wolfram temporarily dies and works throughout the series to safeguard her children without directly interfering in their affairs.

Having been replaced as the ruling monarch by Yuri, Cecilie embraces her newfound freedom to travel the world in pursuit of love. Her role in the story often involves unexpectedly appearing in foreign countries to assist Yuri and his companions. When she fights, she dons a striking red leather outfit and a mask, referring to herself as a pretty warrior. In this guise, she wields a whip with admirable skill. Her combat prowess is such that enemies who face her once are typically unwilling to engage her a second time. She is also proficient in fire magic, a common trait among her family. Cecilie was chosen as Maou at a very young age but felt unsuited for the role, eventually leaving the throne to her brother. Her carefree pursuit of romance is balanced by her strong maternal instincts. She once attempted to rekindle a relationship with Raven, a childhood friend, but after a misadventure involving a sand bear, they mutually realized they were not right for each other, and she returned to her quest for love. As of later in the story, she is involved with a successful human merchant, demonstrating her lack of prejudice against humans.

Among her more eccentric hobbies is the cultivation of flowers within Blood Pledge Castle. She creates new hybrid species and gives them whimsical, sentimental names, including references to her sons such as Beautiful Wolfram, Secret Gwendal, Conrad Stands Upon the Earth, and even one named after the current Maou called Filled with Yuri's Naivete. Her key relationships are defined by her unconditional love for her sons. Despite her romantic history with three different men, her focus remains on their happiness. She is a strong supporter of Yuri's accidental engagement to Wolfram, believing them to be a perfect couple. She maintains a friendly but sometimes teasing relationship with her serious eldest son Gwendal, a close bond with the loyal Conrad, and a doting but dynamic connection with the temperamental Wolfram. Her brother Stuffel often finds himself the straight man to her antics, particularly regarding her romantic pursuits.
