Description
Kuyou is an antagonist in the anime and manga series Rosario + Vampire. He serves as the head of the Public Safety Commission, the disciplinary committee at Yōkai Academy, where he enforces the committee's rules with brutal authority.

Kuyou belongs to a race of yōkai known as kitsune, supernatural fox spirits. Kitsune are considered among the most powerful monster species, and some accounts within the series describe them as being worshipped as divine beings in earlier times. His aura and combat prowess place him firmly in the upper ranks of the academy's student body.

In terms of personality, Kuyou is driven by a deep lust for power and a sadistic streak. He derives clear satisfaction from inflicting pain and from the fear and submission his actions provoke in others. His cruelty is not random; it is woven into a belief that monsters should dominate humans and that any form of cooperation or friendship between the two species is a naive fantasy. This worldview makes him rigidly intolerant of anyone who challenges his authority or his ideology, and he often justifies his own violence as the natural order of things. He is also highly arrogant, convinced of his own superiority and unwilling to see other perspectives.

His primary motivation is to uphold what he perceives as the rightful hierarchy, with powerful monsters like himself at the top. As head of the Public Safety Commission, he punishes anyone who breaks school rules, but his enforcement is less about order and more about crushing those he deems weak or rebellious. He specifically targets the Newspaper Club because its members, especially the human student Tsukune Aono and the vampire Moka Akashiya, represent a threat to his extremist beliefs and expose his tyrannical methods.

Kuyou's role in the story unfolds as an early major adversary. His actions spark a direct confrontation with the main cast when he decides to eliminate them for defying the commission and for the mere fact of Tsukune being a human in a monster school. During the battle, he unveils his full power, but he is ultimately defeated by Moka in her released, inner personality state. After this defeat, he does not vanish from the narrative. He resurfaces later as a member of the villainous organization Fairy Tale, aligning himself with that group's broader agenda of monster supremacy and continuing to oppose the protagonists.

His key relationships are almost entirely adversarial. He stands opposite the entire Newspaper Club, including Tsukune, Moka, the succubus Kurumu Kurono, the witch Yukari Sendo, and the snow fairy Mizore Shirayuki. There are no significant friendships or alliances presented for him among the student body, and his connection to Fairy Tale appears to be one of shared ideology rather than personal loyalty.

Kuyou remains largely static in his outlook. His defeat does not prompt any self-reflection or change of heart; instead, he simply transfers his hostility to a new platform within Fairy Tale. His function in the story is that of a persistent, unrepentant symbol of monstrous bigotry.

As a kitsune, Kuyou possesses a range of notable abilities. His primary combat strength is control over fire, which he can generate and manipulate for both direct attacks and intimidation. He can take on a hybrid form that blends his human guise with distinctly fox-like features, greatly increasing his physical power. In this state he demonstrates superhuman strength, speed, and durability, along with a potent regeneration factor. He is also capable of unleashing intense bursts of yōki, the spiritual energy of monsters, to overwhelm opponents or assert dominance. His overall power is classified as extremely high, reflecting the elite status of his species within the world of the series.
