Description
The Mizukage, meaning Water Shadow, is the title given to the leader of Kirigakure, the Hidden Mist Village located in the Land of Water. This position is traditionally held by the village's strongest shinobi. Over the course of the Naruto series, six individuals have held this title, each contributing to the village's turbulent and often bloody history.
The First Mizukage, Byakuren, founded the Hidden Mist Village after the Warring States Period. His personality was marked by skepticism and caution, as he questioned the intentions of even the peaceful Hashirama Senju during the first Five Kage Summit. His primary motivation was to establish and secure his new village as one of the Five Great Shinobi Nations, a goal he achieved through his strength and wisdom. His reign was characterized by limited interaction with other nations, reflecting a defensive and isolationist approach. He is believed to have died of natural causes.
The Second Mizukage, Gengetsu Hōzuki, was an eccentric but incredibly powerful shinobi from the Hōzuki clan. He possessed a flamboyant and deceptive fighting style. His motivations were less political and more personal, as he harbored a deep and unexplained hostility toward the Second Tsuchikage, Mū. This rivalry ultimately led to their mutual demise, with both killing each other in a single, catastrophic battle. He was later resurrected during the Fourth Great Ninja War via the Impure World Reincarnation technique, where he gleefully engaged the Allied Shinobi Forces with his unique abilities, forcing them to break their own rules to defeat him.
The Third Mizukage remains an unnamed figure with very little known about his background, personality, or exact fate. He served as the bodyguard to the First Mizukage during the first Five Kage Summit. This implies he was a highly capable shinobi, but due to the lack of information, his motivations and the circumstances of his death are unknown, though it is speculated he may have been killed in battle or assassinated during a period of political turmoil.
The Fourth Mizukage, Yagura Karatachi, is one of the most tragic figures in the village's history. He became Mizukage at a very young age due to his exceptional power, which included being a perfect jinchūriki of the Three-Tails, Isobu. He initially appeared to have a vision for improving his village. However, his personality was twisted when he was placed under a powerful mind-controlling genjutsu by Obito Uchiha, who manipulated him for years. Under this control, Yagura's reign became synonymous with the Bloody Mist period, reinstating the brutal graduation exam where students were forced to kill each other. His true motivations were suppressed by Obito's will. When the genjutsu was eventually dispelled by the sensor-ninja Ao, the toll on Yagura's body was too great, leading to his death.
The Fifth Mizukage, Mei Terumī, was a transformative leader who inherited a village deeply scarred by Yagura's manipulated rule. Her personality was that of a pragmatic, intelligent, and determined reformer. She was also known for her strong, unfulfilled desire to find a husband, often expressing frustration at her single status. Her primary motivation was to modernize the Hidden Mist, undo the brutal policies of the Bloody Mist era, and open diplomatic ties with the other great nations. She was deeply committed to restoring her village's reputation and stability. Appearing first during the Five Kage Summit, her role in the story was as a capable political leader and a powerful combatant in the Fourth Great Ninja War, where she fought against both Sasuke Uchiha and the reanimated Madara Uchiha. She developed key relationships with her bodyguards, Ao and Chōjūrō. Following the war, she willingly retired, passing the mantle to her successor.
The Sixth Mizukage, Chōjūrō, is the current leader of the Hidden Mist. Before his appointment, he was a member of the Seven Swordsmen of the Mist, wielding the unique sword Hiramekarei. His personality initially seemed shy, indecisive, and nervous, especially during his time as a bodyguard. However, he possessed a hidden ferocity on the battlefield, earning him a reputation as a skilled assassin and swordsman. As Mizukage, his character developed significantly as he grew into the role, becoming more confident and capable of making difficult decisions. His primary motivation is to continue Mei's reforms and bring prosperity to the Hidden Mist, solidifying its standing among the great nations. His key relationships include his predecessor, Mei, and his fellow Kage from other villages. In the Boruto era, he has proven his strength by fighting against Otsutsuki clan members and quelling internal rebellions within his own village.
In terms of notable abilities, each Mizukage brought unique skills to the role. All demonstrated a high proficiency in Water Release techniques. The Second Mizukage, Gengetsu, was a master of genjutsu and could turn his body into a liquid state, a Hōzuki clan ability. He also summoned a giant clam that created powerful mirages. The Fourth Mizukage, Yagura, was a perfect jinchūriki, allowing him to fully control Isobu and use its immense power, including tailed beast balls and coral-based attacks. The Fifth Mizukage, Mei, was unique for possessing two rare kekkei genkai: Lava Release and Boil Release. Her Boil Release produced an acidic vapor that could melt Sasuke's Susanoo, while her Lava Release could create massive, corrosive mudslides. The Sixth Mizukage, Chōjūrō, is a master swordsman whose specialty lies in assassination and wielding the chakra-absorbing blade Hiramekarei, which he can shape into various forms like a hammer or twin swords.
