OVA
Description
Nino's origins are deeply tied to the Dowa Kingdom's royal lineage. His father served as a loyal retainer to Abend, Princess Schnee's personal guard. When Schnee and Abend faked a sea accident to relocate to Badon district, Nino's father accompanied them. Though initially meant to stay with relatives, Nino learned of the plan, requested to join, and received Abend's approval. In Badon, Nino aided his father in secretly monitoring Schnee, photographing her activities to report to Abend and King Falke II.

Following Schnee's marriage to baker Karl and the births of Jean and Lotta Otus, Nino periodically assisted in observing the Otus family. At age 25, under his father's direction, he enrolled in Jean's high school to photograph and monitor him. Despite this surveillance purpose, Nino and Jean formed a genuine friendship. After Jean's parents died in a train accident, which also claimed Nino's father's life, Nino retrieved his father's broken camera from the wreckage. He then assumed his father's role, protecting Jean and Lotta and supporting them after their loss.

Nino maintains a dual identity. Publicly, he poses as a freelance reporter with interests in motorcycling and chocolate. Secretly, he operates as "Crow," an undercover surveillance agent for ACCA's Internal Affairs Research Department, reporting directly to the organization's leadership, particularly Chief Officer Grossular. His duties involve photographing Jean's activities and tracking his movements across the districts.

Physically, Nino is a tall young man with pale skin, blue eyes, and shaggy blue hair swept to one side. He frequently wears dark glasses, typically dressed in a black turtleneck shirt, blue jeans, and heavy black boots. His demeanor often appears detached, yet he demonstrates steadfast loyalty and protectiveness toward Jean and Lotta, upholding his father's legacy.

Nino navigates the tension between his spy role and personal bonds. When Jean discovers the surveillance, their confrontation occurs in a forest, yet their relationship endures. Nino continues balancing covert assignments with his protective instincts toward the Otus siblings. His actions are guided by a sense of duty inherited from his father and a connection to Abend, later revealed as Owl, Jean's ACCA supervisor.

In the OVA "ACCA: 13-Territory Inspection Dept. Regards," Nino maintains his surveillance duties while supporting Jean during political transitions. His character development emphasizes loyalty and the weight of inherited responsibilities, with personal motivations and internal conflicts conveyed through actions.
