Shimoda is a newborn angel serving as liaison between God, clients, and the Animal Design Department at the Heavenly Creative Agency. His role involves telepathically conveying God's design requests to the team and returning their proposals for divine approval or rejection. He submits these proposals via a notebook, though his handwriting remains illegible due to his recent creation.

Physically youthful, Shimoda has short brown hair, brown eyes, and stands approximately 167 centimeters tall, weighing around 60 kilograms. He presents professionally in a black suit adorned with angel wings on the back, a white shirt, blue tie, purple socks, and formal brown shoes.

Earnest and good-hearted, Shimoda navigates his role with visible inexperience. He attempts to mediate team disagreements and proposes solutions during conflicts but reacts with horror to discussions of morbid biological features like parasitic behaviors or animal genitalia. Shimoda functions as an audience surrogate, observing designers' creative processes alongside colleagues like Kanamori. He facilitates approvals for animals including giraffes, secretary birds, and frog eggs.
