Masa is a recurring character in the Rockman.EXE anime series, including the season Rockman.EXE Beast+. On the surface, he appears as an eccentric fish salesman who rides a bicycle around town wearing an apron decorated with a fish. He frequently reminds others to take their calcium and feigns complete ignorance of Net Battles, NetNavis, and PETs, often pretending to misunderstand the word net battle as something related to fishing. In truth, Masa is the mysterious Net Agent known as Commander Beef, the leader of a secret organization called the Net Agents that works to combat cybercrime. He is the operator of the NetNavi SharkMan.EXE and is a skilled Net Battler with extensive knowledge of the cyberworld and its history. Masa’s dual identity allows him to observe and assist Netto Hikari and his friends from the shadows, providing guidance and battle chips when needed. His motivations stem from a genuine desire to protect the network and those who use it, as well as a personal rivalry with Higure Yamitaro for the affection of their teacher, Mariko Ozono. Masa’s personality is colorful and energetic as his civilian self, but as Commander Beef he becomes serious, authoritative, and deeply competent. In Rockman.EXE Beast+, Masa’s role is limited; he does not appear in person for most of the season. However, a JammingMan masquerades as Masa in an attempt to deceive Netto, and later Masa is turned into cached data by the entity Cache alongside the rest of the world. He is eventually restored through the efforts of Netto and Rockman and presumably continues his work as a Net Agent. His key relationships include his NetNavi SharkMan, his subordinates Saroma and Miyuki (also known as Sal and Miyu in some versions), and his friendly but competitive dynamic with Higure and his crush on Mariko. Masa’s notable abilities stem from his partnership with SharkMan, a water-based NetNavi adept at aquatic combat, and his own tactical acumen as a leader of the Net Agents. Despite his limited screen time in Beast+, his established background and dual life remain integral to his character.
