Colonnello is one of the seven Arcobaleno, the group of cursed individuals who each possess a colored pacifier, and he holds the Rain Pacifier. His background lies in military service; he was a former member of the COMSUBIN, an Italian special forces unit, where he was trained by and served under a fellow soldier named Lal Mirch. At some point, to protect Lal Mirch from the Arcobaleno curse, he intervened on the day it was to be placed on her. This act of sacrifice resulted in him receiving the full curse and becoming an Arcobaleno in her stead, while she received a corrupted, incomplete version of the curse. Physically, he most often appears as an infant, featuring spiky blonde hair, light blue eyes, and a green army camouflage uniform complete with a bandana around his head marked with the number 01. He is seldom seen without his animal partner, Falco, a hawk that perches atop his head and assists him in flying.
