Princess Oto is the human disguise of Oceanus Shenron, a female Shadow Dragon who appears in the Shadow Dragon Saga, the final story arc of the anime Dragon Ball GT. She is not a separate character but rather an identity that the dragon takes on in human form. By adopting this disguise, Oceanus Shenron convinces the residents of a coastal village that she is a genuine sea princess who provides them with fish, using their belief in her to secure their admiration and trust. The name Princess Oto is drawn from Oto-hime, the princess of the undersea palace in the Japanese folktale of Urashima Taro, a fitting allusion for a being who claims to rule the sea.

In terms of background, Oceanus Shenron is one of the Shadow Dragons, destructive creatures born from the negative energy that accumulated in the Dragon Balls over many years of use. Among the Shadow Dragons encountered during this part of the story, she is notable for relying on cunning as much as on combat strength. Her introduction revolves around the village and the way its people have come to revere the mysterious princess who supplies them with fish.

Personality and motivation are centered on deception. In her Princess Oto form, she appears gracious and generous, presenting herself as a benevolent benefactor to the villagers. Her role in the story is that of an antagonist in the Shadow Dragon Saga. When the heroes, particularly Goku and Pan, arrive at the village, they uncover the truth behind the so-called sea princess. Once the deception is exposed, she abandons her human appearance and fights in her true form as Oceanus Shenron. She is ultimately overpowered and defeated, allowing the heroes to continue their mission against the remaining Shadow Dragons.

Her key relationships are largely shaped by the disguise. The villagers hold her in high regard as a savior figure, while the fishermen are harmed by her actions without fully understanding the cause. The protagonists Goku and Pan serve as the ones who see through her act and confront her, and she shares the common origin and role of the other Shadow Dragons as threats born from the Dragon Balls. In later Dragon Ball video games, the Princess Oto persona has occasionally been presented as a separate playable version of Oceanus Shenron, reflecting how distinct the disguise is from the creature behind it.
