Description
Captain Kiichi Goto leads Section 2 Division 2 of the Metropolitan Police Department's Special Vehicle division. Born in the Taito Ward of Tokyo, his outward demeanor is that of a laid-back, even apathetic, officer, often seen smoking heavily, wearing traditional wooden sandals around the office, and suffering from athlete's foot. This casual and indolent appearance, however, completely masks his true nature as an exceptionally sharp and politically astute policeman. His strategic mind is so acute that he earned the feared nickname Razor Goto within the police force. It is rumored that his superiors assigned him to the out-of-favor SV2 specifically to keep him from causing political trouble, as his subtle and manipulative abilities could disrupt the hierarchy.
Goto’s personality is defined by a striking contrast between his passive surface and his active, controlling intelligence. He is a master of psychological manipulation, capable of maneuvering his subordinates, superiors, and even hostile adversaries to act according to his will with such skill that a fellow captain once remarked he could have been a genius swindler. He has a noted sadistic streak, often allowing his team to struggle through detective work long after he has already deduced the truth, much to their frustration. Despite this, his motivations are thoroughly professional and protective. He genuinely cares for the members of his platoon, prioritizing the minimization of damage and shielding them from severe consequences when accidents occur. His primary goal is not personal glory but the resolution of cases and the safety of his unconventional family of officers.
Within the story, Goto serves as the strategic anchor for Division 2. While his subordinates pilot the patrol labors and handle direct confrontation, he operates as the behind-the-scenes chess master, gathering information, predicting events long before they unfold, and creating escape routes for politically dangerous situations. His key relationships are defined by this dynamic. He shares a complex, unspoken bond with Shinobu Nagumo, the captain of Division 1, with whom he is a good-natured rival. While he works alongside her, it is strongly implied that he holds an unrequited romantic affection for her. He frequently clashes with the by-the-book Nagumo, yet consistently works to support her during crises. Among his own subordinates, he is particularly patient with the enthusiastic but impulsive pilot Noa Izumi and her partner Asuma Shinohara, often using their naivety to further his plans.
Developmentally, Goto was not always the relaxed schemer seen in the present. He began his career as a knife-like, razor-sharp elite officer, but a past traumatic incident—which, in some continuities, involves a dark secret from his time in public security and the loss of his wife—caused him to lose his ambition and distance himself from the political infighting of the police organization. This history explains his cynical view of authority and his preference for operating from the shadowy margins. In critical moments, such as during a military coup or a city-wide crisis caused by a rogue labor, his dormant fire resurfaces, and he sheds his lazy persona to directly command his forces with a furious, charismatic intensity. His notable abilities extend beyond pure intellect; while he despises physical exertion, he is also surprisingly capable in action when the situation leaves him no alternative.
