Description
Larry Randolph is the police chief of the Martian Police Department, often referred to as the MPD, and serves as the commanding officer of the Technical Criminal SWAT unit. An older man with short gray hair and gray eyes, he is a seasoned law enforcement officer who understands the dual demands of police work and political maneuvering. Randolph values his employees highly and provides them with guidance and support, though he is not afraid to issue warnings or reprimands when necessary, particularly to the outspoken officer Eddie Barrows.

Randolph welcomes Ross Sylibus as a new transfer to the MPD and immediately involves him in the investigation of a series of murders known as the Third-killings. He leads a small team consisting of Ross, Armitage, Chris, and others in this case. While he harbors suspicions that Armitage may be connected to the murders based on limited evidence, he feels compelled to issue an arrest warrant when political pressure mounts. Despite his reluctance to bend to higher authority, he often finds himself forced to compromise, though he prefers to navigate such situations through unofficial means rather than outright compliance.

Loyalty and trust in his team are of paramount importance to Randolph. He is not afraid to question things that strike him as suspicious, and he possesses a sharp investigative mind. He is adept at both the overt responsibilities of a police officer and the covert skills of a political operator, allowing him to protect his people while managing external expectations. For instance, though he suspects Armitage is a Third-type android, he says nothing because she is an effective cop, and he overlooks her nonstandard uniform just as he does for Eddie. Later, when Ross and Armitage become fugitives after assaulting Shenora Hospital, Randolph suspends Eddie Barrows as a strategic ploy—this gives Eddie an official reason to be absent, preventing superiors from questioning him about his knowledge of Ross's plans.

Randolph is physically fit for his age, but his greatest strengths lie in his intellect and experience. He is well versed in police sciences, criminology, law, interrogation, and social sciences such as politics and psychology. He skillfully manages his squad and plays political forces to his advantage, enabling him to take actions like having a coroner examine the body of a Third or orchestrating Eddie's convenient suspension. Ultimately, Randolph does what he believes is right and tries to help those he cares about, but he always does so in a calculated, intelligent manner.
