Description
Gatō is a character from the Land of Waves arc, a wealthy shipping magnate and the founder of the Gatō Company. His business empire is a front for extensive criminal activities, including drug trafficking and smuggling, which have made him one of the richest and most powerful men in the world. His primary background involves using his wealth to seize control of the Land of Waves maritime routes, creating a monopoly that cuts off the island nation from trade and plunges its people into poverty and hunger.

In terms of personality, Gatō is defined by extreme cruelty, greed, and cowardice. He is utterly ruthless and will stop at nothing to increase his profits, showing a willingness to break any contract or agreement to save money. He deals harshly with anyone who opposes him, having heroes like Kaiza publicly executed to demoralize the populace. Beneath this brutality, he is a coward who cowers when directly threatened, a trait exemplified when he kicks the corpse of a fallen enemy in a petty act of vengeance and later hides behind his thugs when faced with a dying but determined opponent.

Gatō's central motivation is the preservation of his economic stranglehold over the Land of Waves. He sees the construction of a great bridge, led by the master builder Tazuna, as a direct threat to his monopoly, as it would reconnect the country to the outside world and break his control over its trade. To stop the bridge's completion, he hires the rogue ninja Zabuza Momochi and his partner Haku to assassinate Tazuna. His role in the story is that of the instigating villain whose actions drive the plot of the entire arc, forcing Team 7 to become bodyguards and revealing the harsh realities of the shinobi world beyond simple missions.

Gatō's key relationships are purely transactional and self-serving. He views the powerful ninja he hires, Zabuza and Haku, as disposable tools. This is shown when he withholds respect and later attempts to have them killed to avoid paying their fee. He is protected by a pair of sword-wielding bodyguards, Zōri and Waraji, but he ultimately relies on a mob of thugs to do his bidding. His antagonism towards Tazuna and the people of the Land of Waves, including Inari and his family, defines his role as an oppressor. The character shows little to no development, remaining a static figure of greed and malice. His only notable arc is his downfall, as his treacherous plan to betray Zabuza backfires catastrophically. He kills no one himself, lacks any combat training, and his only abilities are his immense financial resources, which allow him to hire mercenaries and intimidate ordinary citizens. Gatō meets his end on the partially constructed bridge when Zabuza, mortally wounded and with broken arms, uses a kunai held in his mouth to charge through his thugs and kill him. In the manga, this is a swift decapitation, while in the anime, he is slashed repeatedly and falls from the bridge to his death.
