Miharu Tsuneni, also known by the alias Hystler, is a recurring character in the Cutie Honey franchise who serves as a disciplinary authority at St. Chapel Academy. She holds the position of dormitory dean and is a strict, no-nonsense teacher known for her severe enforcement of school rules. Her methods are harsh and often carried out with a whip, which she uses to punish students she deems disobedient. This stern demeanor and her combative posture toward rule-breakers earn her the nickname Hystler, a portmanteau of hysteria and Hitler that underscores her authoritarian style. Her original Japanese name, Tsuneni, is itself a pun on a phrase meaning always keeping watch, reflecting her constant surveillance of the student body.

Personality-wise, Miharu is initially presented as an inflexible disciplinarian who is especially irritated by Honey Kisaragi's frequent rule-breaking and attempts to escape school grounds. She actively tries to catch Honey in the act and punish her. Despite this adversarial surface, there are moments in the story where Miharu reveals a hidden protective side: in genuinely dangerous situations, she puts aside her strictness to look after Honey and the other students, showing that her harshness stems from a sense of responsibility rather than malice. In the Cutie Honey F continuity, she is also shown to have a lighthearted interest in male idols, adding a softer, more human dimension to her character.
