Kiyoshi Mitarai, more commonly known by the nickname Seaman, is a character from the Chapter Black saga of this series. He is introduced as a member of the Sensui Seven, a group of psychics recruited by the antagonist Shinobu Sensui to carry out his plan to open a tunnel to the demon world. Mitarai is a human of approximately fourteen or fifteen years of age, and his physical appearance is slender and of average height with a fair complexion and delicate, almost androgynous features. He has sandy brown, wavy hair that he typically wears slicked back, and his eyes are blue.

Mitarai's background is one of isolation and suffering. Before acquiring his psychic powers, he was a self-described social outcast who experienced relentless bullying at the hands of his fellow students in junior high school. This traumatic past left him with low self-esteem, a timid and introverted personality, and a deep-seated sense of alienation from society. The character is noted to represent the sin of Envy among Sensui's Seven, a reflection of his resentment towards others and his own perceived lack of worth. His vulnerable mental state made him a perfect recruit for Sensui, who showed him the Chapter Black tape, a video compilation of humanity's worst atrocities. After viewing this footage, Mitarai was indoctrinated with a profound hatred for all of humanity, becoming convinced that humans are irredeemably cruel and deserving of punishment. In this state, he became a somewhat hypocritical figure, transforming into the very kind of ruthless killer he professed to despise, though this was largely due to Sensui's powerful influence.

In terms of abilities, Mitarai is a psychic whose powers are activated by water. Officially known as a Monster Summoner, his primary technique is Water Manipulation. By shedding his own blood and mixing it with a water source, he can shape the liquid into powerful, sentient creatures that obey his commands. The size and power of these monsters depend on the amount of blood used; smaller amounts create more agile creatures, while a significant amount of blood can produce a massive water giant. The most formidable aspect of this ability is the Water Dimension. The interior of his water monsters exists in a separate dimension, making them nearly indestructible and impervious to normal physical attacks. Anyone trapped inside is effectively imprisoned and will drown unless the creature is defeated. Because of this unique property, his psychic power is considered an A-class threat, even though his base spirit energy is only D-class.

Mitarai's role in the story evolves significantly from antagonist to tentative ally. He is first sent by Sensui to eliminate Kazuma Kuwabara. He ambushes Kuwabara and his friends after a concert, using his water giant to trap them in a desperate situation. This battle serves as the catalyst for Kuwabara to awaken his own latent ability, the Dimension Sword, which allows him to cut through the walls of Mitarai's territory. Despite the brutal attack, Kuwabara spares Mitarai after defeating him and even carries the unconscious psychic to safety. This inexplicable act of mercy is the first crack in Mitarai's hardened worldview. Later, while recuperating at Yusuke Urameshi's apartment, Mitarai is saved from a collapsing bookcase by Botan, who is wounded in the process. Witnessing this second act of selfless kindness from those he considered enemies confuses him deeply, forcing him to begin questioning his belief that all humans are evil.

These key relationships, specifically with Kuwabara and Botan, are the primary drivers of his character development. Their actions show him a different side of humanity, one capable of compassion and sacrifice. His motivations shift as a result of these encounters. No longer driven by a desire for vengeance against humanity, he becomes motivated by a need for redemption and a desire to help the people who saved him. He decides to trust in humanity again and switches sides, providing Yusuke and his team with valuable information about Sensui's hideout. During the subsequent battle inside the cave, he assists the team in their psychic games, notably proving his strategic thinking by helping defeat the Game Master in a tennis match. While he does not participate in the final battle against Sensui in the demon world, his change of heart is complete.

By the conclusion of the Chapter Black saga, Mitarai has undergone a profound transformation. He returns to his normal life, having regained the confidence to look toward the future with optimism. He reconciles with his past and works hard to overcome his previous academic struggles, eventually being accepted into the city's finest high school. His journey from a bullied, hate-filled outcast to a hopeful young man willing to fight for humanity represents a complete redemption arc, demonstrating that even those who have embraced darkness can find their way back through acts of genuine kindness.
