Description
Tenma Todoroki serves as an Enforcer within Division 01 of the Criminal Investigation Department, Public Safety Bureau. He is in his 50s, possessing an average height, a fit build, light brown eyes, and short graying blond hair. His typical attire consists of a black suit, white dress shirt, and taupe tie.

Born into the politically elite Todoroki family through gene-editing, his latent criminal status triggered disownment by his father. This profound rejection deeply embittered him, fostering a gruff and trouble-seeking personality. Nevertheless, he demonstrates seriousness during critical operations. He chose the path of an Enforcer following Yayoi Kunizuka's hue recovery.

His familial relationships remain strained due to his latent criminal designation, with both him and his mother facing disdain from the Todoroki family. Professionally, his interactions with colleagues undergo significant evolution. Initially dismissive of Inspectors Arata Shindo and Kei Mikhail Ignatov, perceiving Shindo as a "spoiled rich brat," he gradually develops respect for both. Learning of Ignatov’s skepticism toward the Sibyl System and his willingness to bend rules against criminals leads Tenma to eventually consider him a friend. He shares a camaraderie with fellow Enforcer Kazumichi Irie, frequently collaborating on pranks. His interactions with Mao Kisaragi remain contentious despite necessary teamwork. Early on, he often bullies Sho Hinakawa, frequently while intoxicated; this dynamic shifts toward mutual friendship by the events of "First Inspector."

Beyond his investigative duties, he believes in Feng-Shui and crystals for their statistical merit. His operational involvement includes cases such as the harbor drone crash investigation, where he assisted in immigrant detainee assessment while colleagues pursued physical evidence.
