Description
Gala is a police officer who serves as a minor but memorable recurring character in the anime Dr. Slump & Arale-chan. He is a resident of the eccentric Penguin Village, where he works as a member of the local law enforcement. Gala is almost always seen alongside his partner and fellow officer, Pagos. The two form a comedic duo, constantly patrolling the streets in their police car, attempting to maintain order in a village where very little makes sense.

Gala has a straightforward personality typical of a law enforcer, though his seriousness is perpetually undermined by the chaotic nature of his surroundings. He presents himself as a dedicated officer, but his efforts are almost always met with absurd failure. He does not possess any superhuman abilities or advanced gadgets; he is essentially an ordinary man trying to do his job in a world inhabited by robots, aliens, and dinosaurs. This mundane quality is the central source of his comedic role. His motivations are simple: to uphold the law and protect the peace of Penguin Village. However, his primary occupation, in practice, becomes dealing with the unintended consequences of the village’s most powerful resident, Arale Norimaki.

From the very first episode, Gala’s role in the story is defined by his unfortunate and repeated encounters with Arale. A running gag throughout the series involves Gala and Pagos driving their police car at high speed, only for the oblivious Arale to run into the middle of the road. The collision always results in the total destruction of their vehicle, while Arale remains completely unharmed and unbothered by the accident. This recurring incident establishes a deep-seated fear of Arale within Gala and Pagos; the mere sight of her nearby is enough to fill them with dread and a sense of impending property damage. In a rare reversal, when Arale does not destroy their car, the officers become suspicious and begin following her, believing she must be planning something. Their attempts to retaliate against her, such as trying to demolish her car, also fail spectacularly.

The character of Gala originated before Dr. Slump, having first appeared as a police officer in the second chapter of Akira Toriyama’s earlier one-shot manga, Wonder Island. His key relationship is with his partner, Pagos. They are inseparable in their duties and their misfortunes, sharing the burden of their perpetually destroyed patrol car. Together, they represent the futile, everyday authority of Penguin Village, completely outmatched by the superhuman forces around them. While his character does not undergo significant development or emotional growth, his persistence is a defining trait. No matter how many times his car is smashed, he and Pagos return to their patrol in a new one, ready (and failing) to enforce the law.

Gala’s role extends beyond his own series. He makes a cameo appearance in the Dragon Ball anime during the General Blue Saga, where he joins other Penguin Village police officers in a futile attempt to arrest the villain General Blue, and later helps shoot down an alien spaceship. He does not possess any noteworthy physical abilities or special techniques. His most notable attribute is his steadfast, albeit ineffective, dedication to law enforcement in a village that defies all logic, making him a beloved figure of comic relief.
