Description
Miyuki Kobayakawa, also referred to as Laura in certain localizations, is one of the two central protagonists in the You're Under Arrest franchise. She serves as a traffic officer at the fictional Bokuto Police Station in Tokyo's Sumida Ward, where she is partnered with the more impulsive Natsumi Tsujimoto. Miyuki was born on April 7, 1976, and originally lived in Okayama Prefecture before moving to the Greater Tokyo Area. She attended the Metropolitan Police Department Academy, where she became classmates with Natsumi, and later transferred to Bokuto Station. Her first encounter with Natsumi on the job occurred when she pulled her over for reckless driving on a moped, setting the tone for their complementary partnership.
Miyuki is characterized by her calm, collected, and mild-tempered demeanor. She is diligent, punctual, and polite, standing in stark contrast to Natsumi's brash and often tardy nature. While she lacks her partner's physical strength, Miyuki is a technical genius with a deep understanding of mechanics, computers, and electronics. She is responsible for maintaining and heavily modifying the pair's patrol car, a Honda Today, which she has outfitted with a stroked engine, turbocharger, intercooler, and nitrous oxide boost. Her driving skills are exceptional, allowing her to perform daring maneuvers during pursuits. When a situation requires force, she relies on airsoft guns loaded with paintball bullets, which she can use with impressive accuracy, often while driving. Miyuki is also an excellent cook and has a meticulous, by-the-book approach to police work, though she is willing to bend rules when necessary to achieve justice. A notable personal trait is her strong aversion to the supernatural and anything that cannot be explained by science; she also fears reptiles.
Motivationally, Miyuki is deeply committed to her duties and to protecting the people of her community. She takes her role as a police officer seriously and is willing to go to great lengths, including preparing a resignation letter, to continue working on a case she believes in. Her partnership with Natsumi forms the core of her professional life; the two are often referred to as the "Super Combo" for their effective teamwork, with Miyuki providing planning and intellect to complement Natsumi's intuition and strength. Her key relationship outside of Natsumi is with fellow officer Ken Nakajima, known as the "White Hawk" for his motorcycle skills. Miyuki harbors romantic feelings for him, but both are shy and struggle to express their emotions, resulting in a slow-burning relationship that develops throughout the series. She also holds deep respect for the Traffic Division Chief (Kachou), admiring his dedication. Her close friendship with Natsumi faces a significant test when Natsumi is recruited into the Special Assault Team; Miyuki initially reacts with distance and hurt, but the two eventually reconcile, reinforcing their bond.
Over the course of the series, Miyuki undergoes notable personal development. She grows more confident in her abilities and in her relationships, particularly with Ken. Her technical expertise is recognized beyond Bokuto, leading to a temporary assignment to the Metropolitan Police Department's Scientific Investigations Laboratory, though she declines a permanent transfer. In the movie, she and Natsumi play a key role in apprehending a renegade officer during the Hachi-Ichi-Go crisis. Later, she is sent to Los Angeles for a foreign exchange program and returns from forensic training in the United States. Despite these opportunities, she remains rooted at Bokuto Station, continuing her partnership with Natsumi. Miyuki's character design was later used as a template for the goddess Belldandy in the creator's subsequent series Oh My Goddess, highlighting her enduring appeal as a composed, intelligent, and capable figure.
